RESOLUTION APPROVING VARIANCE TO NOISE
ORDINANCE REQUEST FROM THE SCREAMING EAGLE
AMERICAN BAR & GRILL, 228 E. 4TH STREET, IN
CONJUNCTION WITH BIKE NIGHT, AND PERMISSION TO
CLOSE A PORTION OF LAFAYETTE STREET IN FRONT OF
THE RESTAURANT EVERY THURSDAY BETWEEN MAY 29,
2021 AND SEPTEMBER 30, 2021 FROM 5:30 P.M. TO 9:30 P.M.
INCLUDING A BAND AND USE OF A PA SYSTEM FROM 6:00
P.M. TO 9:00 P.M.
WHEREAS, the Screaming Eagle American Bar & Grill, 228 East 4th Street, has made
written application requesting a variance to the Noise Ordinance and permission to close a
portion of Lafayette Street between 4th and 5th Streets every Thursday between May 29, 2021 and
September 30, 2021, from 5:30 p.m. to 9:30 p.m., in conjunction with Bike Night events, with
use of city barricades, and adhering to Covid guidelines, including a band and use of a PA
system from 6:00 p.m. to 9:00 p.m., and
WHEREAS, said event will exceed the limits of the Noise Ordinance, Ordinance No.
3094.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the request of Screaming Eagle American Bar & Grill, 228 East 4th
Street, for a variance to Ordinance No. 3094, Noise Ordinance, and permission to close a portion
of Lafayette Street between 4th and 5th Streets every Thursday between May 29, 2021 and
September 30, 2021, from 5:30 p.m. to 9:30 p.m., in conjunction with Bike Night events, with
use of city barricades, and adhering to Covid guidelines, including a band and use of a PA
system from 6:00 p.m. to 9:00 p.m.,, is hereby approved.
PASSED AND ADOPTED this 3rd day of May 2021.
