Veterans Memorial Hall Members present: Craig White in the Chair, Mike Hudson, Randy Miller, Rodney Butz, Scott McDonald, Don Ticknor, Frank McCaw, James Lentfer, Mike Mrzlak, John Mrzlak (A) and Matt Carpenter(A). Absent: Mel Wittwer and Angela Hickok(A). Also in Attendance: Nick Erickson - Grout Museum, Terry Scheffert - Commander DAV, Rick Hurtado and Nancy Higby, Secretary, City of Waterloo. Moved by Miller, seconded by J. Mrzlak, that the Agenda be approved. Ayes: Ten. Motion carried. Moved by Miller, seconded by Butz, that the Minutes of March 24, 2021, be approved. Ayes: Ten. Motion carried. Citizen's Oral Comments Frank McCaw introduced Nick Erickson, Registrar — Grout Museum. Nick has volunteered to assist the artifact committee in the collection and cataloging efforts. He is also a member of the Cedar Valley Civil War Roundtable. Rodney Butz introduced Terry Scheffert, Commander - DAV, and stated that Terry will be taking his place on the commission. Nancy Higby commented she would make sure he gets an application of appointment. Treasurer's Report—Vacant Nancy Higby read the fund balances as of April 21, 2021, reporting a current brick fund balance of$6,951.35 and a flag fund balance of$768.80. Randy Miller asked if the commission could receive regular updates with the total bricks sales and placement to dates. Nancy Higby explained that Mel Wittwer would have that information, as he has taken over that responsibility from Marcia Courbat. Craig White submitted a request for the reimbursement of$411.94 for the purchase of flags. Jim Lentfer questioned if the total purchase was for three gross. Craig White confirmed. Moved by J. Mrzlak, seconded by Miller, to approve the reimbursement of $411.94 to Craig White. Ayes: Ten. Motion carried. Craig White commented that the commission still needs to elect a Treasurer, and questioned if anybody was interested. There was no response. Chairperson's Report Craig White commented that they are still in the process of compiling the list of names for the Memorial Day event, and suggested the virtual event include images of the grounds using a drone. Committee Reports Building, Grounds & Operations— Chairperson Mel Wittwer April 28, 2021 Page 2 Mel Wittwer was absent. Jim Lentfer read notes provided by Mel. Sheriff Thompson requested use of the Hall for this year's Memorial to Law Enforcement. The event will be held on Thursday, May 131. Flowers will be planted in the urns on May 10d. He has petitioned Leisure Services to water them. Nine new brick orders have been received and are scheduled to be installed before Memorial Day. Orders received after today will not be completed by Memorial Day. A photo of the peeling paint on the ceiling in the stairway has been sent to the city Building Official, Greg Alhelm. Chris Youngblut, MIS Director, did visit with Mel and told him that the city would take care of hard wiring the building for internet service. Education/Historical—Chairperson Randall Miller Randy commented that the downtown flags will go up on May 24h, beginning at 9:00 a.m. He explained that he spoke with the Planning & Zoning department on the matter of changing the name of Cedar Street to Courbat Lane, to honor Marcia Courbat. Because Cedar Street zigzags across both 4t'Street and Park Avenue, renaming the entire street would cause issues for anyone else located there. It may not be a problem to rename just the short portion running along the building and grounds, however due to the short timeline it is unlikely this could be accomplished before Memorial Day. Terry Scheffert commented that he knows the Director well and offered to speak with him. Finance/Fundraising—Vacant Richard Hurtado commented that Ryan Laudick, Owner & Founder, Iowa Nonprofit Consulting, can provide fund raising support at no charge and that he is willing to come to a meeting and speak on the subject. He passed out a few business cards. Artifacts Preservation—Chairperson James Lentfer Jim Lentfer shared that Rodney Butz and Frank McCaw have been very helpful in identifying resources on artifact management. Rodney Butz reported on the results of his research and shared his recommendation for various equipment that would provide the ability to professionally catalogue and manage current and future artifacts. Some of the equipment he suggested include a Wi-Fi system, EOS Rebel camera, printer and wide format scanner. Rodney provided a print out of the items with pricing at estimated total of$6,151. This information is on file in the City Clerk's office. Jim commented that internet access is "in the works" according to Chris Youngblut and suggested that further discussion of any equipment purchase be tabled until the internet is ready. Matt Carpenter explained that he did have an opportunity to review the current internet installation and commented on its simplicity adding that several repeaters would be needed throughout the building. Jim commented that he has been working on a patch display project and noted that some of the patches are very valuable. Ron McMahon has offered his assistance. Craig White brought three books to add to the collection. Unfinished Business— None. April 28, 2021 Page 3 New Business Terry Scheffert commented that DAV holds their meetings at the Hall and asked if it would be possible to arrange for a dedicated table or cabinet to hold some of their reference books and documents. Jim Lentfer will stay after the meeting to discuss their needs. With no further business before the commission, it was moved by Miller, seconded by Ticknor, that the meeting be adjourned at 5:50 p.m. Ayes: Ten. Motion carried.
