RESOLUTION APi 'OVING REDEVELOPMENT CRITERIA
AND STANDARDS F. R MORATORIUM AREA.
BE IT HEREBY RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that the Redevelopment Criteria and Standards for
Moratorium Area, be and the same is hereby approved as follows :
As part of implementing the Downtown Master Plan Update,
dated August 2003 , the defined moratorium area is being targeted
for acquisition, relocation, and assembly. The Master Plan
Update preliminary defined the moratorium area as blighted in
terms of land use, parcel size and configuration, and blighted
structures in some cases . The plan recommends acquisition,
relocation and assembly of the area for uses that primarily
contribute to the entertainment economic strategy for the
downtown as a whole . The City and consultant staff will address
each property on a case-by-case basis .
Priorities for property acquisition, relocation and assembly
are below. These priorities are preliminary and may be modified
for time to time for the duration of the moratorium period.
1 . Properties that come available through sale.
2 . Properties that are vacant or partially vacant .
3 . Properties with businesses that would like to be
relocated within downtown Waterloo.
4 . Properties that would be within the Phase I plan
to implement the exposition/outdoor parking
support area defined in the Downtown Master Plan
Update .
5 . Properties that are visually blighted and in a
deteriorating state .
6 . Properties for which acquisition and relocation is
infeasible at this time . These properties should
be allowed to make any interior improvements or to
modify to meet existing or future codes related to
the physical condition of the building (i .e. ADA
requirements, minor improvements) . Building
expansion improvements should be limited to no
more than 25 percent of the assessed value
according to the most recent city tax assessment
or a certified appraisal or a 1000 square foot
addition of the existing first floor area
whichever is less .
