tx s WHEREAS, the City Council of the City of Waterloo, Iowa,

for he purchase of Outdoor Public Warning Sirens, FY2005 - TRAF -
10 4, which were preliminarily approved on July 19, 2004, and

ri WHEREAS, a public hearing, upon notice, was held on August
