mthat the Preconstruction Agreement dated February 24 , 2003 , for
Pcostruction of left-turn lanes on both the eastbound and
,'westbound exit ramps at the U. S . 20/Iowa 21 interchange, by and
'R between the Iowa Department of Transportation, and the City of
''Waterloo, Iowa, be and the same is hereby approved, and the Mayor
