RESOLUTION NO. 2003-124
RESOLUTION ESTABLISHING A STATEMENT OF INTENT
ON BEHALF OF THE CITY OF WATERLOO TO
INVESTIGATE THE COSTS AND BENEFITS OF
CREATING A REGIONAL AIRPORT AUTHORITY.
WHEREAS, the City Council of the City of Waterloo, Iowa, has
determined that it is in the City' s best interest to investigate
the costs and benefits associated with the creation of an
independent Regional Airport Authority for Black Hawk County,
Iowa, and the surrounding area under Chapter 330A, Code of Iowa,
and
WHEREAS, the City Council of the City of Waterloo, Iowa,
directs city staff to investigate, at a minimum, the following
issues :
1 . The legal steps necessary to create an independent
Regional Airport Authority.
2 . How a Regional Airport Authority would be managed and
financed, and to what extent the Authority would be
politically independent and autonomous .
3 . The long and short-term legal , financial and liability
obligations to the City of Waterloo that would be
created by formation of and participation in a Regional
Airport Authority.
4 . Whether or not existing airport liability obligations
would be transferred to the newly-formed Authority,
and, if so, what the scope of these obligations would
be for the City of Waterloo.
5 . Whether a participating community may withdraw from the
Authority, and, if so, under what conditions and with
what legal, financial and liability consequences .
6 . The recommended level of Regional participation in the
Authority, and
WHEREAS, upon research and recommendation of City staff
regarding the foregoing issues, and the costs and benefits to
Waterloo citizens of creation of and participation in a Regional
Airport Authority, the Waterloo City Council will give careful
consideration to such a proposal, and
WHEREAS, the City Council will pursue and support the
creation of a Regional Airport Authority if deemed by the City
Council to be beneficial to and in the best interests of the City
of Waterloo and its citizens .
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE COUNCIL OF THE
CITY OF WATERLOO, IOWA, that the City' s staff is authorized and
directed to conduct a thorough and diligent investigation of the
costs and benefits to the citizens of Waterloo of the creation of
a Regional Airport Authority and the possible participation
therein by the City of Waterloo, including, but not limited to,
an investigation of the foregoing issues . The Mayor is directed

Airport Authority for Black Hawk County, Iowa, and the
