RESOLUTION NO. 2002-50 RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR RISE FUNDING FOR RIVER ROAD REALIGNMENT AND COMMERCIAL STREET EXTENSION WHEREAS, Deere and Company is working on the redevelopment of their Westfield site to provide for the redevelopment of an advanced manufacturing facility, and WHEREAS, the City of Waterloo endorse said project and agrees to construct a Commercial Street extension to serve the newly redeveloped site, and WHEREAS, the redevelopment of the site involves the donation of land and buildings by John Deere as well as demolition, and WHEREAS, the realignment of River Road, coupled with the demolitions will create usable sites for further development, and WHEREAS, the redevelopment of the site will retain jobs in the Waterloo community and State of Iowa through the redevelopment of the Westfield site into an advanced manufacturing facility, and WHEREAS, funding assistance is available to cities through the Department of Transportation RISE funding Program, and the City of Waterloo is in need of such assistance in order to construct the roadway extension and realignment of the other roadways, and WHEREAS, without RISE funding the City of Waterloo would not be able to finance the construction of the roadway extension and realignment, thus John Deere would not able to redevelop its Westfield site and retain jobs in the community, and WHEREAS, the City of Waterloo agrees to dedicate said roadways for public use, and further the City will have jurisdictional responsibility and will adequately maintain said roadway, and WHEREAS, it is necessary to obtain a $2, 283, 849. 60 grant from RISE funds in order to complete said project, and WHEREAS, the City of Waterloo endorses said project, in its $570, 962 . 40 match for the roadway.
