RESOLUTION NO. 2002-394
RESOLUTION GRANTING REQUEST OF STEVEN A.
MAGER FOR A VARIANCE TO THE WEED ORDINANCE
FOR A NATURAL GRASS AREA TO BE LOCATED AT
1722 EAST RIDGEWAY AVENUE IN THE CITY OF
WATERLOO, IOWA.
WHEREAS, Steven A. Mager, 1722 East Ridgeway Avenue, has
applied to the City Council of the City of Waterloo, Iowa, to
designate an appropriate area as Natural Grass, and
WHEREAS, Title 7, Chapter 5, Article B, of the 2001 Waterloo
Code of Ordinance allows a property owner to apply to the City
Council of the City of Waterloo, Iowa, to designate appropriate
areas as Natural Grass, and
WHEREAS, such Natural Grass area designation shall be
determined by the City Council, and
WHEREAS, growths in designated Natural Grass areas shall be
permitted to exceed twelve inches in height, and
WHEREAS, said Steven A. Mager has given considerable time and
thought to the design of the back half of the double lot located
at 1722 East Ridgeway Avenue for a Natural Grass area, and
WHEREAS, said Steven A. Mager has allowed the grass and
clover to grow in a natural way as a wildlife area and bird
sanctuary, and
WHERAS, said Natural Grass area abuts a heavily forested
woodland, rich in wildlife, with no noxious weeds, but clover and
grasses which have been allowed to grow to approximately 24
inches, and
WHEREAS, said Natural Grass area is enclosed by a circular
mowed path which separates the tall grass from the property line
and said path is kept mowed and is approximately five feet wide,
and
WHEREAS, said Natural Grass area is over 100 feet from the
street, and the front 140 feet of lawn is mowed in the customary
fashion of the neighborhood, and
WHEREAS, Natural Landscaping, though relatively new in Iowa,
is a growing trend and widely acclaimed practice, strongly
encouraged by the United States Environmental Protection Agency,
and
WHEREAS, Natural Landscaping creates better habitat for
beneficial wildlife and decreases pollution while lowering the
costs of upkeep and high water use required by turf grass, and

WHEREAS, Steven A. Mager has volunteered to offer his Natural
Grass area as a City of Waterloo experiment in the urban use of
Natural Landscaping in residential yards .
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE COUNCIL OF THE
CITY OF WATERLOO, IOWA, that the request of Steven A. Mager for a
variance to the Weed Ordinance to allow for a Natural Grass Area
to be located at 1722 East Ridgeway Avenue, be and the same is
hereby granted.
