RESOLUTION NO. 2002-538
RESOLUTION APPROVING SUBMISSION OF A
COMPETITIVE BID PROPOSAL TO THE U.S.
DEPARTMENT OF LABOR TO SELECT THE CITY OF
WATERLOO, IOWA AS A SITE FOR A JOB CORP
VOCATIONAL TRAINING CENTER AND AUTHORIZING
THE MAYOR TO AFFIX HIS SIGNATURE TO SAID
RESOLUTION.
WHEREAS, Job Corps is America' s oldest , largest and most
comprehensive national residential education and training program
for unemployed and undereducated youth ages 16 to 24 , and
WHEREAS, Job Corps successfully serves young people who have
multiple barriers to employment, such as a lack of a high school
diploma and job skills, and
WHEREAS, the federally funded Job Corps program,
administered by the United States Department of Labor, has
provided more than 700, 000 economically disadvantaged youth per
year with the academic, vocational and social skills needed to
become productive, taxpaying members of society, and
WHEREAS, Job Corps is an open-entry, open-exit program,
which enables students to succeed in a self-paced learning
environment to attain a high school equivalency diploma or
complete skills training, and
WHEREAS, Job Corps has a proven record of achievement as
evidenced when eighty percent (80%) of all Job Corps participants
were placed in a job, joined the military, or enrolled in higher
education, and
WHEREAS, over the past five years nearly three hundred (300)
local youth annually attend the Job Corp site in Denison, IA,
which is more than 200 miles from Waterloo, IA, and
WHEREAS, a longitudinal study has shown that for every
dollar invested in the program, two dollars are returned to
society through reductions in welfare, crime and incarceration
costs, and through increased taxes paid by graduates.
NOW THEREFORE, BE IT HEREBY RESOLVED THAT THE CITY OF
WATERLOO, IOWA commends the Job Corps program for its
demonstrated record of success in assisting economically
disadvantaged youth with gaining the academic, vocational and
social skills to become productive members of society.
BE IT FURTHER RESOLVED that the City Council of the City of
Waterloo, Iowa encourages the United States Department of Labor
to establish a Job Corps facility in Black Hawk County so that
Iowa' s youth may avail themselves to Job Corps' vocational and
educational offerings closer to home; that a Job Corps facility
in Black Hawk County will enable Job Corps to serve a greater
portion of its target population and enable Iowa' s youth to
contribute to the social and economic development of their
communities.
BE IT FURTHER RESOLVED that a copy of this resolution be
filed with the United States Department of Labor.
