CO, CO1 �� "' L'-' RESOLUTION NO. 2002-559 0 S eG Cr1 O "i G Q '0 1a r RESOLUTION SUPPORTING COMPLETION OF HIGHWAY • tz CD rJ tri = 63 FROM HIGHWAY 3 NORTH TO THE NEW BYPASS cs7 tH H ENDING NINE MILES SOUTH OF NEW HAMPTON, IOWA AND URGING THE IOWA DEPARTMENT OF 0 tTi tCt 'TRANSPORTATION TO INCLUDE RECONSTRUCTION OF • v r tr THIS PORTION OF HIGHWAY 63 IN ITS NEW FIVE- `'' `"'' " �_ O {'YEAR CONSTRUCTION PROGRAM. tr a-y �1 `F� E-1 -atxC V./ F J Cr! r a :..1 ' M CO Cr WHEREAS, the U.S. Highway 63 route from Waterloo north to c t ,Paul, =Minnesota, is over 30 miles shorter than the new Avenue °J s pf tne, Saints route between the two cities, and O U r: TiiIEREAS, U.S. Highway 63 carries some 8, 000 vehicles per day between ;-Waterloo and New Hampton, Iowa, and WHEREAS, 25 percent of those vehicles are commercial trucks, and WHEREAS, the Iowa DOT has spent some $40 million to complete the construction this fall of an outstanding four-lane bypass of New Hampton which extends south to near the Bremer County line, and WHEREAS, a dangerous, congested 16-mile funnel of worn out two-lane highway remains between this new bypass and Iowa Highway 3 on the south, and WHEREAS, the DOT has purchased all of the right-of-way, done the engineering surveys and finalized the plans for four-laning this 16-mile gap, and WHEREAS, the completion of the gap in Highway 63 will further work to compliment the study being conducted by the City of Waterloo, in partnership with the IDOT, for the 63 corridor segment from Highway 218 north to Airline Highway, and WHEREAS, the completion of this gap in conjunction with improvements to the 63 corridor through the Waterloo community may work to initiate future economic development opportunities for the northern portion of Waterloo, which is a priority for the City of Waterloo. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, that we go on record urging the DOT to eliminate this dangerous 16-mile gap by including its reconstruction in its new five-year construction program.
