• DI 03 H RESOLUTION AUTHORIZING SUBMISSION OF AN
• s rrJ APPLICATION FOR VISION IOWA FUNDING FOR THE
0 CO03 -+ CEDAR VALLEY RIVER RENAISSANCE PLAN.
o WHEREAS, the Cedar Valley River Renaissance Plan is being
ulamitted as the site for numerous improvements including the
Cedar River Plaza and amphitheater, the Riverwalk loop and Cedar
.L o Cher dam along with projects from the National Cattle Congress,
• the City of Cedar Falls, the City of Evansdale, Black Hawk County
O and the Eastside Ministerial Alliance; and
r`" ~ WHEREAS, the City of Waterloo endorses said Plan and agrees
to dedicate $17, 845, 000. 00 in local match for the completion of
the project; and
WHEREAS, funding assistance is available to cities through
the Vision Iowa Funding Program, and the City of Waterloo is in
need of such assistance in order to fully implement all phases
and projects of the Plan; and
WHEREAS, without the Vision Iowa Program funding the City of
Waterloo would not be able to fully finance the construction of
the Plan, and possibly damage the chances of the overall Plan as
all the different components rely upon each other for success;
and
WHEREAS, if Vision Iowa Program funding is not immediately
available, the goals of such program for the retention of young
Iowans, a higher quality of life throughout the State, and the
revitalization of the Cedar Valley urban core may be damaged; and
WHEREAS, it is necessary to obtain said grant from the
Vision Iowa Program funds in order to complete said Plan; and
WHEREAS, contingent on the receipt of Vision Iowa funding,
the City of Waterloo endorses said Plan, and commits funding for
its match for the completion of the projects for which Vision
Iowa funding is received.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WATERLOO, IOWA, that with the assistance of Vision Iowa
Program Funding, the Plan will be completed through the City of
Waterloo' s match of $17, 845, 000. 00 including $3, 000, 000 for the
Cedar River Plaza and amphitheater, $2, 500, 000 for the Riverwalk
loop, $1, 250, 000 for the Cedar River dam, $300, 000 for the
Gateway, $200, 000 for the Eastside Ministerial Alliance Community
Center, $300, 000 for the Cedar Valley Soccer Complex and
$2, 000, 000 for the National Cattle Congress .
FURTHER, BE IT RESOLVED that the Mayor and City Council be
directed and authorized to submit an application for Vision Iowa
Program funds to the State of Iowa for assistance in constructing
the Cedar Valley River Renaissance Plan.
