City council members discussed Waterloo Human Rights Commission department operations with Director Funchess. Presentation from University of Iowa Initiative for Sustainable Communities. We plan to retain many new practices as they are efficiencies for our office. These include: ■ Most appointments are now being completed by phone, rather than in-person. This not only relieves congestion in our small lobby, but also saves time for the Housing Coordinators. V A T E R L 0 0 ■ We have updated our automated answering service to include options to speak with a particular Housing Coordinator, the Director, or the Waiting List Coordinator. This results in far fewer voice mail messages needing to be forwarded. It also is helpful when we have 3+ lines ringing at the same time (Which is often!) Throughout the pandemic, the Housing Authority has managed to maintain a high quality of service to our participants, and to landlords , when most other Housing Authorities in our area were closed (completely WFH ) for many months. V .a T E R L 0 0 THE CARES ACT ;,,,;, ,,� Administrative Fees The Waterloo Housing Authority received 2 rounds of this funding in April and July of 2020 for a total of approximately $340,000 These funds enabled us to: ■ Make necessary building improvements for Covid-related safety concerns ■ Purchase personal protective equipment for our employees NAT E R L O O BUD ` ■ Purchase additional cleaning/sanitizing equipment ■ Purchase laptops for all staff members to allow remote work, as well as participation in Zoom meetings Looking toward the future, the Housing Sof�'ware Authority is upgrading their current OIS software toward paperless and electronic administration of our programs. This includes: ■ New online portals for landlords, applicants and tenants ❖ Landlords can view their payments, change their contact information and list available units for rent V A. T E R L, 0 0 8 U D � - • ❖Applicants can update their contact information, upload documents, and check their status on the waiting list ❖Current participants can contact their Housing Coordinator with questions, report changes in income and household, and upload required documents ■ Began taking applications online for our Section 8 and Ridgeway Towers waiting lists on June 15, 2021 ■ Mobile Inspections allows our inspector to complete inspections using an Pad in the field, and then upload the results into our software, where the Housing Coordinators can automatically print repair letters (which were being hand-typed) and schedule reinspections. ■ We will be moving toward a more "paperless" system by scanning documents directly into our software as opposed to maintaining them in paper files. i --"`�"" r"71% If there is one lesson that has been FACING. learned from the pandemic, it is that �THEROAD_A - we need to change old habits, and be more creative in our approach to the very critical work that we do We believe we have taken some great first steps, and will continue on the journey toward more technology-friendly and efficient processes NAT E R L O O BUD Program Updates Ridgeway Towers — As a residence for seniors, the Housing Authority managed to keep the building very safe during the pandemic — only 3 minor cases of Covid 19 were reported since March of 2020 — no hospitalizations or deaths — Will be installing 3 new boilers prior by no later than September 30th of this year — Increased Cable / Wi-Fi rates to $35/month effective 8/1 /21 . This was the first increase since August of 2015. NAT E R L O O BUD ell Section 8 .a�5 (Housing Choice Vouchers) vmo� — There have been many struggles for this program since March of 2020, including possible shortfall in 2020 (due to lack of attrition), and difficulty leasing new participants in 2021 (due to few rental units available). However, the Housing Authority managed to avoid running out of dollars in 2020, and will continue to increase leasing this summer and fall. — In April, the Housing Authority lost one of it's most valued staff members, Tajah Wright, when she passed away at the age of 38. Not only has this placed an increased burden on remaining staff, but has likewise required us to suspend our very successful Homebuyer Education Program. Until we are able to hire and train a new person, we will be referring all interested participants to Family Management's online course. They are discounting the price by 50% due to the circumstances, and are charging $50 for all of the modules, plus one-on-one counseling. New Programs A24 Foster Youth to Independence 8"' )PI This program is designed to assist young people aging out of the foster care system. ■ WHA can apply for up to 25 FYI Vouchers, based on referrals from the Black Hawk County Department of Human Services, and has already been authorized 9. ■ We currently have 4 issued vouchers, with the recipients searching for housing. ■ DHS provides supportive services for the participants. ■ Participants may receive up to 36 months of rental assistance. If they remain eligible after that time, WHA will issue them a regular Housing Choice Voucher, rather than terminate. I T Y OF WATERLOO 8 U D ^ � - • soly Emergency Housing Vouchers ■ This program was created through the American Rescue Plan and authorizes 15 vouchers designated for homeless persons, and victims of domestic violence, sexual assault or stalking. ■ Funding has been provided for both rental assistance and services. ■ WHA has signed an Memorandum of Understanding with the Balance of State Continuum of Care to provide referrals from our local Coordinated Entry System. ■ Community Housing Initiatives (CHI) will be providing housing search assistance, and other services related to the participants' rental assistance. ■ Service Fees will be used to purchase beds, bus tickets, pay security deposits, utility deposits (& arrears), and pay for professional services provided through CHI . ■ Vouchers cannot be re-issued after September 30, 2023 with funding available through September 30, 2030. XXXX AN ORDINANCE AMENDING THE CITY OF WATERLOO CODE OF ORDINANCES BY REPEALING SECTION 4, OPERATING AREA, SUBSECTIONS A, C, D, AND L OF SECTION 7, OPERATING REGULATIONS, AND SUBSECTION A OF SECTION 8, RIDER REGULATIONS, ALL OF CHAPTER 8, SHARED MOBILITY DEVICE LICENSE, TITLE 3, BUSINESS LICENSE AND REGULATION, AND ENACTING IN LIEU THEREOF A NEW SECTION 4, OPERATING AREA, SUBSECTIONS A, C, D, AND L OF SECTION 7, OPERATING REGULATIONS, AND SUBSECTION A OF SECTION 8, RIDER REGULATIONS, ALL OF CHAPTER 8 SHARED MOBILITY DEVICE LICENSE, TITLE 3, BUSINESS LICENSE AND REGULATION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA AS FOLLOWS: Section 1. That Section 4, Operating Area, of Chapter 8, Shared Mobility Device License, Title 3,Business License and Regulation, is hereby repealed and a new Section 4, Operating Area, of Chapter 8, Shared Mobility Device License,Title 3,Business License and Regulation,is enacted in lieu thereof as follows: 3-8-4: OPERATING AREA: The city may, by resolution, establish boundaries for operating shared mobility devices and set maximum speed limits within those boundaries. Operators shall be required to conduct business within this operating area. Licensee shall not operate within boundaries established by a special event or events held on city property. Shared mobility devices operating within the operating area shall be limited to a maximum speed fifteen(15) miles per hour. It is unlawful to let, lease, or rent any shared mobility device in the operating which is not equipped with a device or governor limiting the maximum speed to fifteen(15) miles per hour. Section 2. That Subsections A, C, D, and L of Section 7, Operating Regulations, of Chapter 8, Shared Mobility Device License, Title 3, Business License and Regulation, are hereby repealed and new Subsections A, C, D, and L of Section 7, Operating Regulations, of Chapter 8, Shared Mobility Device License, Title 3, Business License and Regulation are enacted in lieu thereof as follows: 3-8-7: OPERATING REGULATIONS: A. Except as otherwise provided herein, city shall regulate the operation of shared mobility devices in a manner no more restrictive than its regulation of shared bicycles. Licensees shall require all riders certify they are age eighteen(18) or older by providing a state issued driver's license or state issued identification card to the licensee's mobile app customer interface. Hours of operation shall be 4:00 a.m. to midnight. C. Fleet Size/Caps: Licensees shall have a fleet size of up to one hundred fifty(150). The City Council may allow licensees to increase their fleet size on a weekly/monthly basis in the event that licensees provide data that supports increases in certain areas to meet rider demand for service. Ordinance No. XXXX Page 2 D. Licensees shall maintain twenty four(24) hour customer service for customers to report safety concerns, complaints, or to ask questions. Licensees shall maintain a multilingual website, call center, and mobile app customer interface that is available twenty four(24) hours a day, seven (7) days a week. The aforementioned shall be compliant with the Americans with Disabilities Act. L. A licensee shall only stage its shared mobility devices in areas approved by the city. If a licensee desires to stage shared mobility devices in areas other than the public right- of-way, the licensee must obtain the right to do so from the appropriate city department, property owner, or public agency. Section 3. That Subsection A of Section 8, Rider Regulations, of Chapter 8, Shared Mobility Device License, Title 3, Business License and Regulation, is hereby repealed and a new Subsection A of Section 8, Rider Regulations, of Chapter 8, Shared Mobility Device License, Title 3, Business License and Regulation is enacted in lieu thereof as follows. 3-8-8: RIDER REGULATIONS: A. Shared mobility devices shall only be ridden on streets, and where available, in bike lanes and multi-use recreational trails. Section 4. That this ordinance shall become effective upon publication.
