°_' _ �_ �' AND DECLARING AN ECONOMIC DEVELOPMENT AREA.

WHEREAS, Iowa Code Chapter 403 (1997) , provides that the
tpoliticalsubdivisions of the State of Iowa may undertake and
carry out Urban Renewal Projects within their corporate
boundaries, and
WHEREAS, Section 403 . 19, Division of Revenue from Taxation,
provides a local financing mechanism for implementing an action
program, and
WHEREAS, the area at and near San Marnan Drive is appropriate
to be designated as an economic development area, and
WHEREAS, the redevelopment and development, or combination
thereof, of the area is necessary in the interest of the public
health, safety, or welfare of the residents of Waterloo, and
WHEREAS, the Planning, Programming, and Zoning Commission has
the knowledge and expertise to make the required study and prepare
a plan of action.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA, that this area is hereby declared an economic
development area and as allowed under Chapter 403 of the Code of
Iowa and that the Planning, Programming, and Zoning Commission is
hereby authorized to develop an action program for the area herein
before outlined and submit such program to the City Council for
their study and approval.
