I IOWA STATE REVOLVING FUND ENVIRONMENTAL INFORMATION DOCUMENT PROJECT IDENTIFICATION Applicant : City of Waterloo SRF Number: CS1921030 01 County : Black Hawk Iowa DNR Project Number: W2021-043A State : Iowa COMMUNITY DESCRIPTION Location : The City of Waterloo is located in Black Hawk County, Iowa approximately 90 miles west of Dubuque, Iowa and 100 miles east of Fort Dodge, Iowa . Population : The population of Waterloo according to the 2010 US Census was 68, 406 . The design year 2040 population is estimated to be 71, 797 . Current Waste Collection System : The City of Waterloo operates a wastewater collection system that is comprised of approximately 400 miles of sanitary sewers, 9, 300 sanitary manholes, 46, 240 linear feet of force mains, 36, 100 connections and 25 lift stations . The City was issued a Consent Decree by the Environmental Protection Agency ( EPA) and the State of Iowa due to the Sanitary Sewer Overflows (SSOs ) and sewer bypasses that the city has experienced . The collection system and the treatment plan are operated by the City' s Waste Management Services Department . The areas within the Home Park Boulevard neighborhood and along South Highway 63 have been identified as one of the areas that requires attention due to the high flow rates and the condition of the pipe in the corridor. The existing US Highway 63 South Interceptor is a 21- inch diameter reinforced concrete pipe ( RCP ) which begins on the north side of the abandoned Orange Grove Avenue Lift Station near the intersection of Orange Grove Avenue and Home Park Boulevard . From there, the interceptor extends to the west under US Highway 63 South ( aka Sergeant Road ) to Ansborough Avenue . From the intersection of Ansborough Avenue and Home Park Boulevard, the interceptor runs south, crossing under US Highway 63 a second time before coming to Carrington Avenue . At the intersection of Carrington Avenue and Ansborough Avenue, the interceptor goes back to the west, crossing under US Highway 63 South a third t EID Page 2 City of Waterloo CS1921030 01 time, until it reaches the west right-of-way of US Highway 63 . From the west highway right- of-way near the intersection of Carrington Avenue and Alice Avenue, the interceptor travels along US Highway 63 South until it reaches a location directly across the highway from the intersection of Upland Drive and Muncy Avenue . At that location , the interceptor goes east, under US Highway 63 South for a fourth time, until it reaches the intersection of Upland Drive and Muncy Avenue . From that intersection, the interceptor extends along the east side of US Highway 63 South in a southwesterly direction to its end point at West Shaulis Road . The portion of the 21-inch diameter interceptor from Home Park Boulevard to the intersection of Upland Drive and Muncy Avenue was constructed in 1957 . The portion of the 21- inch diameter interceptor from the intersection of Upland Drive and Muncy Avenue to West Shaulis Road was constructed in 1968 . The existing interceptor was installed at depths ranging from 12 . 5 feet to 25 . 0 feet . Most portions were installed at depths of 15 . 0 — 17 . 0 feet . PROJECT DESCRIPTION i Purpose : The purpose of this project is to make improvements to the wastewater collection facilities to enhance their reliability, increase capacity and to replace obsolete system to safely and reliably operate the City of Waterloo' s wastewater system for the next 20 years . Proposed Improvements : The project will increase capacity of sanitary sewer along US Highway 63 and provide a relief sewer for the Home Park Boulevard neighborhood . The sanitary sewer upgrade along Hwy 63 will be completed in three phases . Phase 1 will include approximately 6, 400 linear feet of 48- inch interceptor sewer along Hwy 63 and 1, 500 linear feet of 18- inch relief sanitary sewer all necessary connections . Additionally, 450 linear feet of storm sewer with 4 intakes and approximately 650 linear feet of storm sewer with 2 storm structures adjacent to the north end of the Hwy 63 Interceptor project . ALTERNATIVES CONSIDERED Alternatives Considered : Two routes were considered . The two feasible options for locating the interceptor sewer within the highway right- of-way are the west road ditch area and the east road ditch area . Placing the new interceptor sewer within the highway' s existing paved surface would be impractical from a construction standpoint, as well as very costly . Reasons for Selection of Proposed Alternative : The primary objectives of upgrading the existing US Highway 63 South Interceptor are elimination of wastewater sanitary sewer overflows (SSOs ) at locations along the existing interceptor route and to provide additional capacity to accommodate growth along the US Highway 63 South corridor . The project route was selected for the availability of land ( in City right-of-way), engineering considerations, as well as minimization of the impacts to the environment . The following Federal, state and local agencies were asked to comment on the proposed project to better assess the potential impact to the environment : U . S . Army Corps of Engineers U . S . Conditions placed on the applicant by the above agencies in order to assure no significant impact are included in the Summary of Reasons for Concluding No Significant Impact section . EID Page 4 City of Waterloo CS1921030 01 ENVIRONMENTAL IMPACT SUMMARY Construction : Traffic patterns within the community may be disrupted and above normal noise levels in the vicinity of the construction equipment can be anticipated during construction and should be a temporary problem . Adverse environmental impacts on noise quality will be handled by limited hours of contractor work time during the day . Other adverse environmental effects from construction activities will be minimized by proper construction practices, inspection , prompt cleanup, and other appropriate measures . Areas temporarily disturbed by the construction will be restored . Solid wastes resulting from the construction project will be regularly cleared away with substantial efforts made to minimize inconvenience to area residents . Care will be taken to maintain dirt to avoid erosion and runoff. The proposed project will disturb soils over an area greater than one acre ; therefore, the applicant is required to obtain an NPDES General Permit Number 2 (for storm water discharge associated with construction activities ) and abide by its terms . Provided that this permit is obtained and the terms of which are abided by, no significant impact to surface water quality, fish, shellfish , wildlife, or their natural habitats is expected . Temporary air quality degradation may occur due to dust and fumes from construction IN equipment . The applicant shall take reasonable precautions to prevent the discharge of visible emissions of fugitive dusts beyond the lot line of the property during the NN proposed project ( 567 Iowa Administrative Code IAC 23 . 3 ( 2 ) "c" ) . Historical/Archaeological : The State Historical Preservation Office (SHPO ), the Certified Local Government and various Native American tribes with an interest in the area were provided information regarding the project . The DNR has determined , and the SHPO has concurred ( R& C#210707841 ), that this undertaking will result in " no historic properties affected " based on the scope of the project, the prior use of the project area , and the findings of the Phase I Archeological Survey conducted on the project property . However, if project activities uncover any item ( s ) that might be of archaeological, historical, or architectural interest, or if important new archaeological , historical, or architectural data should be encountered in the project APE, the applicant should make IN reasonable efforts to avoid further impacts to the property until an assessment can be made by an individual meeting the Secretary of the Interior' s professional qualifications standards ( 36 CFR Part 61 ) . Environmental : The U . S . Army Corps of Engineers will determine if the proposed project will impact wetlands or jurisdictional waters of the United States . According to the Iowa DNR Conservation and Recreation Division, the proposed project will not interfere with any State-owned parks, recreational areas or open spaces . The project will not impact any wild and scenic rivers as none exist within the State of Iowa . The U . S . Fish & Wildlife Service Section 7 Technical Assistance website consultation determined, and Iowa DNR Conservation and Recreation Division agree, that the project will not I EID Page 5 City of Waterloo CS1921030 01 impact threatened or endangered species or their habitats . However, if any State - or Federally- listed threatened or endangered species or communities are found during the planning or construction phases, additional studies and/or mitigation may be required . According to the Iowa DNR Water Resources Section , this project will not impact the 100-year floodplain provided all necessary floodplain development permits are obtained and the terms of which are abided by . No adverse impacts are expected to result from this project, such as those to surface water quantity, or groundwater quality or quantity . No significant impact to surface water quality, fish , shellfish , wildlife, or their natural habitats is expected . Land Use and Trends : The project will not displace population nor will it alter the character of existing residential areas . The proposed project is within the present corporate limits of Waterloo in areas zoned residential , commercial, or industrial . No significant farmlands will be impacted . This project should not impact population trends as the presence or absence of existing water/sewer infrastructure is unlikely to induce significant alterations in the population growth or distribution given the myriad of factors that influence development in this region . Similarly, this project is unlikely to induce significant alterations in the pattern and type of land use . Irreversible and Irretrievable Commitment of Resources : Fuels, materials, and various forms of energy will be utilized during construction . POSITIVE ENVIRONMENTAL EFFECTS TO BE REALIZED FROM THE PROPOSED PROJECT This project will reduce the frequency of sanitary sewer overflow events to the environment which can pose not only a health and safety hazard to people, but also could be harmful to amphibians, fish , birds, and other wildlife . SUMMARY OF REASONS FOR CONCLUDING NO SIGNIFICANT IMPACT I • The project will not significantly affect the pattern and type of land use ( industrial , commercial , agricultural , recreational, residential ) or growth and distribution of population . • The project will not conflict with local , regional or State land use plans or policies . • The U . S . Army Corps of Engineers will determine if the proposed project will impact wetlands or jurisdictional waters of the United States . • The project will not affect threatened and endangered species or their habitats . If any State - or Federally- listed threatened or endangered species or communities are found during the planning or construction phases, additional studies and/or mitigation may be required . • The project will not displace population, alter the character of existing residential areas, or convert significant farmlands to non - agricultural purposes . EID Page 6 City of Waterloo CS 1921030 01 • According to the Iowa DNR Water Resources Section , this project will not impact the 100-year floodplain provided all necessary floodplain development permits are obtained and the terms of which are abided by . • The project will not have effect on parklands, preserves, other public lands, or areas of recognized scenic or recreational value . • No historic properties will be adversely affected by the proposed project . However, if project activities uncover any item ( s ) that might be of archaeological , historical , or architectural interest, or if important new archaeological , historical , or architectural data should be encountered in the project APE, the applicant should make reasonable efforts to avoid further impacts to the property until an assessment can be made by an individual meeting the Secretary of the Interior' s professional qualifications standards ( 36 CFR Part 61 ) . • The project will not have a significant adverse effect upon local ambient air quality provided the applicant takes reasonable precautions to prevent the discharge of visible emissions of fugitive dusts beyond the lot line of the property during the proposed project ( 567 IAC 23 . 3 ( 2 ) "c" ) . • The project will not have a significant adverse effect upon local ambient noise levels, surface water quantity, groundwater quality or quantity, or water supply . • No significant impact to surface water quality, fish , shellfish , wildlife , or their natural habitats is expected provided that an NPDES General Permit Number 2 ( for storm water discharge associated with construction activities ) is obtained and the terms of which are abided by . The project description , scope, and anticipated environmental impacts detailed above are accurate and complete to the best to my knowledge .
