She graduated from the University of Northem Iowa as a McNair Scholar majoring in Anthropology with a minor in Biology/Plant Sciences. Ms. Tackett lives and works in downtown Waterloo with her husband, Joel. They have two grown children and eight grandchildren. The Genesis Studio Spa (GSS) opened in November of 2013 on the top floor of the Schmitt's Telecom building in downtown Waterloo. In March of 2019, GSS moved to a newer building on West 4th Street. Due to the pandemic, the building was closed, so GSS was relocated to 211 E. 4th Street in June of 2020. The larger facility has allowed for the creation of a unique destination studio spa that beautifully reflects the flora and copper indigenous to the Midwest. GSS has attracted more than 1,000 guests from around the country to the Facial Forest, Nature Room and Indoor Tea Garden. GSS is a strong supporter of Iowa businesses, distributing over 150 visitor guides, maps, and dining guides, as well as supporting women- and minority -owned businesses (e.g. Ryah Candleland, Cloud Chaos, Sweet Pea Farms, Deep Root Acres, etc.) by purchasing and promoting their products at the studio spa. OVERVIEW Objective To resolve concerns shared by visitors, business owners and city organizations regarding the parking meters located in the downtown district of Waterloo, Iowa. Goals * To provide a positive, welcoming atmosphere for visitors and Waterloo residents alike; * To allow visitors and residents to dine, shop, and attend services without fear of receiving a parking ticket; * To offer safe, convenient parking for employees and business owners as well as visitors and residents; * To communicate clear directions on the use of public parking meters such as days and hours of use, etc. Background The first parking meter was installed in Oklahoma City on July 16th, 1935. According to Parking-net.com, 'There was no regulated parking anywhere yet. People would just park their cars in the streets and left them there until they needed them again. In shopping areas most of the parking spaces were occupied by employees who worked downtown, leaving no room for potential customers. Traffic congestion problems are common in big cities. It was hurting business, and soon people started to think about a way to regulate the parking time. " The controversy of parking meters is one that many downtowns across America struggle to resolve. In most articles on parking meters, the root issue is usually over downtown business employees taking up prime parking spaces away from visitors. The second concern is limiting the length of parking to allow more people access to parking. In other words, if visitors park and stay all day, it restricts the flow of visitors to the downtown. There are opinions on both sides of the aisle. Here are some dialogues by those who posted on sites that asked for opinions on parking meters. The first is by Rick Skorupski, author of Flyover Country who lives in South Dakota: `Parking meters let the wrong story. It tells a tale about the town. It says this town cares less about the shopper and shop keepers than it does its own coffers. it sends a message loud and clear to passerbys that 'You are welcome here only if you pay, and only for a short time'. If I had two towns by me and one had meters and one did not, I would always patronize the town that welcomes my visit without charge...lf the shop owners wants to block access to his own business, let him. It is his folly and he will suffer, financially, the consequences. Let's leave the meters in the big greedy cities and allow our customers and patrons to enjoy what a small town can offer."2 A representative from APA STaR (American Planning Association Small Town and Rural Planning Division) stated that "even in a small town, there is a high cost to free parking". Britt Raybould tweeted: "It's all about access. You make it more difficult for me to go to a business, you've given me one more reason to look elsewhere.' 1 mentioned that `elsewhere" might be online...Local is only more convenient if it's actually convenient. Otherwise I'll take a package delivered to my doorstep. It's another example of short-term thinking with long-term consequences." In 2005, UCLA Professor Doug Shoup wrote the groundbreaking 800-page paper "The High Cost of Free Parking" which researched how America views and handles parking. He covers the pros and cons of free versus paid parking, providing some demographics on households with vehicles and other useful statistics to consider, including the following: 1. Parking garages are seldom built as freestanding commercial ventures because parking revenues cannot cover the cost. In a study of 8 municipal parking agencies in the Middle Atlantic and New England states, Hebert Levinson found that their annual operating revenue per space ranged between 26 and 36 percent of the annual cost pew new garage space.3 2. The parking meter reader's function is not to measure how much time a driver used but is instead to give a ticket to anyone who overstays the time they paid for ... on average, cities collected $5.10 in parking fines for every $1 of meter revenue.3 3. The 2001 National Household Travel Survey found that households with incomes less than $25,000/yr are nine times more likely not to own a car than households with incomes greater than $25,000/yr.4 4. All this free parking is charity for cars. In 2002, the total subsidy for off-street parking was somewhere between $127 billion and $374 billion a year. If we also count the subsidy for free and underpriced curb parking, the total subsidy for parking would be far higher. In the same year, the federal government spent $231 on Medicare and $349 billion for national defense.3 Updating old parking meters may seem cost -prohibitive, but consider what Patrick Ryan writes in a 2004 article in ParkingTonday.com: "The Combined Parking Revenue Model (COPERM) is an independently audited mathematical model that looks at an operation's key sensitivities, including occupancy, compliance, days of operation and average length of stay. While these things are difficult to change, the COPERM reveals that updating old meters with the right new on - street technology can make the biggest difference to a city's parking operation via the key sensitivities of meter up - time and enforcement efficiency...Of course there are other things that cities need to consider when looking at new on -street parking technology, such as aesthetics, user -friendliness, convenience, functionality, climate and politics. lf, however, a city depends on the revenue it receives from on -street parking, there is no better place to start than by running the numbers. "5 Downtown Parking Studies In 2008, Rich and Associates completed the first of two downtown parking studies for Waterloo, Iowa. The second was conducted by a group of University of lowas students in the School of Planning and Public Affairs in 2020. In the first study, the report by Rich and Associates stated that... "In order to support commercial activity in the downtown, there needs to be a good supply of short-term parking that is readily available. All on -street parking adjacent to commercial businesses needs to be short-term". Other recommendations were made such as implementing individual electronic meters for on -street parking and pay -by - space machines in parking ramps. The 2020 study by the University of Iowa students offered several suggestions, including: - Reduced Meter Prices Alternative Uses for Existing Parking (i.e. Parklets) Pick Up and Drop Off Zones for Restaurants (ex. 15 min Grab & Go Free Parking) Infill Development on Surface Lots Complete Streets: i.e., removing on -street parking altogether on The case studies of Davis, CA and Harrisonburg, VA were cited in the 2020 report. While the suggestions presented may e insightful, cultural and economic differences must be considered, Davis, CA and Harrisonburg, VA reflect coastal state values that differ from the Midwest. Possible Solutions Increase the parking limitation to 4 hours on 4th street from Franklin Ave to Washington Ave and 3-4 hours on Jefferson, Commercial, Sycamore, Lafayette, Mulberry, and Franklin streets from Park Ave. to 6th St. The suggestion of a standardized 4-hour limit was suggested in the Harrisonburg case study; Offer free 3 to 4 hour parking on the aforementioned streets; Combine both options by strategically assigning streets to encourage visitors to stay for services, shopping and dining while discouraging parking abuses by rental tenants and/or local employees; Update the parking ramps from quarters -only payment to accept mobile payments like other downtown meters; Post signage that clearly states when metered parking is required.
