Motion carried. Objective: Discussion of the Police Department Strategic . Joel Fitzgerald, Chief of Police, presented the City of Waterloo 2021-2026 Strategic Plan. The overview included points regarding the following topics: • Department Overview • Police Morale • Staffing • Challenges • Workload Assessment& Recommendations • Focus Groups & SWOT Analysis • Four Organizational Pillars • Goals and Action Item Legend • 2015 PERF Report &President's Task Force on 21 St Century Policing • Internal Changes that Resulted in Lowering Taxpayer Burden • Significant 1St - Year Accomplishments Police Chief Fitzgerald indicated the council would receive copies of the Strategic Plan by the end of the week. There was discussion regarding a morale survey conducted by the Cedar Valley Backs the Blue Political Action Committee.
