Getty Council Chambers Members present: Boesen, Amos, Klein, Grieder, and Juon. Absent: Morrissey, Feuss 160370 - Grieder/Boesen that the Agenda, as proposed, be approved. Voice -vote Ayes: Five. Motion carried. Objective: Discussion of the Police Department Strategic Plan. Joel Fitzgerald, Chief of Police, presented the City of Waterloo 2021-2026 Strategic Plan. The overview included points regarding the following topics: • Department Overview • Police Morale • Staffing • Challenges • Workload Assessment & Recommendations • Focus Groups & SWOT Analysis • Four Organizational Pillars • Goals and Action Item Legend • 2015 PERF Report & Presidents Task Force on 21st Century Policing • Internal Changes that Resulted in Lowering Taxpayer Burden • Significant 1st - Year Accomplishments Police Chief Fitzgerald indicated the council would receive copies of the Strategic Plan by the end of the week. There was discussion regarding a morale survey conducted by the Cedar Valley Backs the Blue Political Action Commit- tee.
