Native Grasses Ordinance Amendments: Martin Petersen, City Attorney explained that Code Enforcement wrote a citation for planted vegetation in the right-of-way which sparked conversations with the resident, Mrs. Klein, and city staff about prairie planting or native vegetation in right-of-way. He shared several ordinances that are currently on the books that touch on the topic of allowing, with some regulation, plantings in the right-of-way by private property owners. Through the course of looking at these ordinances and the ordinances of other communities, they allow exceptions for native plantings. He shared that the matter needs much more deliberation at the department level to figure out if structuring a permitting system would be ideal and whether council is comfortable with how ordinances currently read. Overall, he requested council provide some direction on whether this topic should be pursued further and brought back to council for additional review.
