Objective: Department updates from Waterloo Regional Airport and Leisure Services Department. Keith Kaspari, Airport Director, provided an overview of operations at the Waterloo Regional Airport. Council members and Mayor Hart dis- cussed Waterloo Regional Airport opera- tions with Mr. Kaspari. Paul Hating, Leisure Services Director, provided an overview of Leisure Services Department operations. Council members and Mayor Hart dis- cussed the Leisure Services Department with Mr. Huting. Objective: Discussion of litter control and native grasses ordinance amendments. Litter Control: Martin Petersen, City Attorney provided an overview of pro- posed changes to the litter control ordinance. As technology has improved, the city now has the opportunity to do enforcement of illegal dumping at the drop off sites. The enforcement mecha- nism is 4-4-11. He proposed adding language talking about excluded waste and asked for council's approval on moving Forward with the wording change. Council members and Mayor Hart dis- cussed the proposed ordinance changes with Mr. Petersen, Native Grasses Ordinance Amendments: Marlin Petersen, City Attorney explained that Code Enforcement wrote a citation for planted vegetation in the right-of-way which sparked conversations with the resident, Mrs. Klein, and city staff about prairie planting or native vegetation in right-of-way. He shared several ordinan- ces that are currently on the books that touch on the topic of allowing, with some regulation, plantings in the right-of-way by private property owners. Through the course of looking at these ordinances and the ordinances of other communities, they allow exceptions for native plantings. He shared that the matter needs much more deliberation at the department level to figure out if structuring a permitting system would be ideal and whether council is comfortable with how ordinan- ces currently read. Overall, he requested council provide some direction on wheth- er this topic should be pursued further and brought back to council for additional review.
