You have stated in the past you continue to reach out to developers to check on the progress of their developments. Why is it that we have so many development agreements outstanding that have not been brought back before the council for review and possible extension? 3. With CLURA and CURA if the only way we can attract new housing and reinvestment in Waterloo was restructured over a six-year period how would you see it affecting growth in that field? A six-year agreement at 50% would bring tax dollars into the community sooner, support BHC and our schools and end tax sticker shock when the 3- year abatement is up. 4. How did infill development morph from city lots that we were trying to get on the tax rolls, stop mowing and providing snow removal to any lot in the city especially not owned by the city of Waterloo? There are a number of large developments coming up that if we pay 5K per unit will be increasing our bonded indebtedness. 5. When developers are applying for workforce housing credits through the state there has to be a city financial component that is part of the agreement. The developer is applying with the blessing of the council but before the financial portion is brought forth for council approval. 6. Take the 12 plex units southeast of the Kimball and Ridgeway intersection, the developer has applied for state funding which will require city investment. How is that project considered infill development when it is actually repurposing the land from a parking lot to residential? 48 units at $5K each would cost us $240K just in incentives. 7. Would 6 Comm be considered infill development? If so, where would we be getting the $350K for the developed or is the tax incentives considered the city's investment? Why hasn't that agreement been brought back before the council since it was restructured to a larger incentive when the workforce credits were suspended and now are back in play? 8. On the Borwig addition why hasn't the land been deeded to the developer when the city approved the development agreement on May 17, 2021? How did we allow the developer to remove trees prior to the land not being his? How did we allow the developer to remove trees from a lot that was still owned by the original owner that we were purchasing for $33K and not owned the city of Waterloo? Where is our liability if an event happened on that lot? 9. How is it the Mid Port TIF doesn't have a sunset clause and do we have other TIF's without and end date? How do we provide property tax relief for our taxpayers if TIF's never expire.
