Please indicate which two eligibility criteria the designated area* has met in order to be eligible to apply for Enterprise Zone Certification. A) The area has a per capita income of$12,648 or less based on the 2000 Census. B) The area has a family poverty rate of 12% or higher based on the 2000 Census. C) Ten percent or more of the housing units are vacant in the area. D) The valuations of each class of property in the designated area is 75% or less of the citywide average for that classification based upon the most recent valuations for property tax purposes. E) The area is a blighted area,as defined in Iowa Code section 403.17. *One or more contiguous census tracts or other geographic units located within the boundaries of a city with a population of 24,000 or more as shown by the 2000 Census. The Tech Works site(165.26 acres) meets criteria D& E. D. The Tech Works site is comprised of Deere and Company Buildings that will be vacated as a part of Deere's $125 million renovation to their existing manufacturing facility into an advanced manufacturing facility. As a result, over 600,000 sq. ft. of former industrial buildings will be left vacant. These buildings will need improvements and modifications to be used separately from the Deere site. As a result,these buildings will need a large investment to bring them up to use, and there is not a huge demand for empty building space in the city, as is evidenced by the lack of spec buildings, etc. built by developers. There are many other vacant buildings resulting through the closings of businesses and/or expansion and vacating by previous owners. E. The site is located within both an urban revitalization area and an urban renewal area due to its inner city location. The majority of new manufacturing operations are happening along the peripheries or within industrial parks of many communities through the United States. This site also meets the definition of blighted under 403.17 due to their vacancy: .......substantially impairs or arrests the sound growth of a municipality, .....constitutes an economic or social liability and is a menace to the public health, safety, or welfare in its present condition and use." If the sites were to remain vacant, the site would have a negative impact upon the surrounding area, which is undergoing a redevelopment project under the Riverfront Renaissance. The former Chamberlain site(24.52 acres) meets criteria B,D,&E. The former Chamberlain manufacturing site is: B.Located in Census Tract 19,Block Group 1,which has a family poverty rate of 21.6%. D. The site is in a serious state of dilapidation,needing over$700;000 in demolition costs to make the property safe. The EPA is also evaluating the site for environmental concerns. It is staff s opinion the property carries a negative value for the entire site,as the costs of demolition and potential environmental cleanup would outweigh the sale price of the site. E. The site is located within an Urban Revitalization area and staff is also beginning the process for designation as an urban renewal site. The site is blighted,by State Code 403.17, due to "... the presence of a substantial number of slum, deteriorated, or deteriorating structures; ....unsafe conditions; deterioration of site or other improvements; ...tax or special assessment delinquency exceeding the fair value of the land; defective or unusual conditions of title; or the existence of conditions which endanger life or property by fire and other causes; or any combination of these factors; substantially impairs or arrests the sound growth of a municipality, retards the provision of housing accommodations, or constitutes an economic or social liability and is a menace to the public health, safety, or welfare in its present condition and use." The site is a negative impact upon the surrounding neighborhoods. 3 July 2002 The former Irving School meets criteria C,D, &E. The Waterloo Community Schools have recently adopted the local options sales tax for the remodeling and building of new schools. As a result,this site has a school upon it that could not be renovated for current standards. It meets the criteria: C. The school is now vacant and is zoned residentially. The options for this site will be to renovate the building for residential units or demolish the building. Historically,we have seen some recent tax credit projects renovate some schools,but many have also been demolished. D. As I noted under C, the site has limited options,and historically limited buyers—with the selling price of vacant school building well below the sale price of apartment buildings that could hold similar numbers of units. E. The Phillips land is a large area available for residential development. However,this area of town has not drawn the residential developers that southern Waterloo has experienced, potentially due to the economic conditions of the surrounding area as evidenced by the statistics of this Census Tract. We need incentives to have a chance to try and draw development to this area. A. Census Tract 18 has a per capita income of$11,022,based on the 2000 Census. B. Census Tract 18 has a family poverty rate of 17.7%,based on the 2000 Census. E. The site is located with an urban revitalization area. Please attach supporting documentation that shows how the designated area meets these eligibility criteria. 2. What is the total area(in acres) of the County in which the City is located? 366,276.9 3. How many acres within the County have previously been certified as Enterprise Zones? 3,329.89 4 July 2002 4. Irving Vacant school building None. 4. Roosevelt Vacant school building None. 5. Phillips Vacant land None. 9. Please describe how the proposed Enterprise Zone will be used. The designation of these areas as Enterprise Zones will give the City and State the ability to offer more incentives for their reuse. It is important to note that 4 of the 5 sites are specifically to help for the redevelopment of vacant or soon-to-be vacant buildings of large sizes that may prove difficult to find a reuse for in our marketplace. The two vacant school buildings will be difficult to find reuse for as they have limited potential being located in residential districts and surrounded primarily by single-family homes. The former Chamberlain site will most likely need some environmental cleanup and is also located in a primarily residential area as a large vacant industrial building—the majority of which will require demolition. The Tech Works site, although in good shape structurally, is a massive amount of vacant industrial square footage for our community-size, and will need retrofitting as it was previously connected into the infrastructure systems of Deere and Company,which are being disconnected as a part of its vacate process. The 5`I'site,the Phillips property, is vacant land in an area, as indicated by the Census numbers,which has some problems with poverty rate and a lower per capita income. It is also surrounded by single-family homes,and its location has not been a location of choice for new homeowners or builders in our community. The Enterprise Zone incentives will be another enticement to try and motivate someone to build in this area. 10. If applicable,please describe the local property tax exemption authorized by the City Council for the proposed Enterprise Zone. (Please note that a local property tax exemption is not required.) If other property tax exemptions or incentives will be used in lieu of an Enterprise Zone property tax exemption, such as Urban Revitalization Areas,Tax Increment Financing(TIF)districts,or Industrial Property Exemption authorized under Iowa Code Section 427B,please indicate this. All of the sites are located within a urban revitalization area,which has a three-year 100% schedule or the graduated 10-year schedule of 80%,70%,60%, 50%,40%40%, 30%,30%,20%, 20%. The Tech Works site is also located within the Downtown Waterloo Tax Increment Finance District and could receive larger incentives for its reuse,up to 10 years at 100%,but a standard of 5 years at 100%. 11.
