AN ORDINANCE AMENDING ORDINANCE NO. 2021 , KNOWN AS THE
GAS PIPING CODE, OF THE CITY OF WATERLOO, IOWA, BY
ADDING ARTICLE V, FOR THERMOPLASTIC USE FOR NATURAL GAS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA,
as follows:
That Article V, For Thermoplastic Use for Natural Gas, is
hereby added to Ordinance No. 2021 , known as the Gas Piping Code,
as follows:

ARTICLE V
Section 500 - Pipe Code for Thermoplastic Underground Only
The requirements for plastic pipe or tubing for natural gas
pipe for underground use shall be governed by this Code for such
installation.
Plastic pipe or tubing of the following types are approved
for outdoor underground fuel lines and are limited to 100 psig
maximum pressure Thermoplastic Pipe PE 3408 Type III Grade 3 Class
C.
Section 501 - Plastic Pipe
Plastic pipe or tubing of the following types are approved as
pipe for pressures up to 100 psig. Wall thickness and operating
temperatures affect these. Buried pipe will be less than 73
degrees Fahrenheit normally while plastic in a riser is limited to
the 120 degrees Fahrenheit rating.

Plastic tubing of the approved type is only slightly affected
by atmospheric temperatures.
Plastic tubing will become more flexible than normal in 100
degree temperature. Care shall be taken to prevent stretching.
Plastic tubing will become more rigid than normal in freezing
temperatures. The tubing will not become brittle or fracture at
temperatures well below zero.
Care shall be taken to prevent sharp bends which may kink the
tubing. The minimum radius of 25 pipe diameters shall be used.
See table below for recommended minimum bend radius.

Section 502 - Plastic Line
Each plastic line outside a building must be installed below
ground level, except that it may terminate above-ground and
outside the buildings, if:
1. The above-ground part of the plastic line is protected
against deterioration and external damage by
manufactured riser or Schield Pipe.
2. The plastic line is not used to support external loads.
3 . Riser support bracket be used to support each riser.
4. All buried fuel lines will have a valve at the beginning
for control of gas in the buried portion of the line as
per drawing.
5. For leak surveying purposes and general safety, plastic
pipe will not be allowed under buildings, decks, etc.

Plastic pipe or tubing shall not be used for direct burial in
rocky or other abrasive soils which may damage the plastic unless
the plastic pipe is padded and covered with soil or sand.
When installing pipe through bores, it may be desirable to
occasionally use rigid sticks of plastic pipe rather than coils.
This may be particularly true in cold weather conditions.
When using coiled plastic pipe, care should be taken to
inspect for out-of-roundness. Fusions ( sidewall or butt) should
not be made to out-of-round sections.
Section 503 - Plastic Pipe--Qualifying Persons to Make Joints
No person may make a plastic pipe joint unless that person
has been qualified under the applicable joining procedure by:
1. Appropriate training or experience in the use of the
procedure; and
2. Making a specimen joint from pipe sections joined
according to the procedure that passes the inspection
and test set forth in the following paragraph.

The specimen joint must be:
1. Visually examined during and after assembly or joining
and found to have the same appearance as a joint or
photographs of a joint that is acceptable under the
procedure; and
2. In the case of a heat fusion: (i) Tested under any one
of the test methods listed under state code applicable
to the type of joint and material being tested; ( ii)
examined by ultrasonic inspection and found not to
contain flaws that would cause failure; or (iii) cut
into at least 3 longitudinal straps, each of which is:
(A) Visually examined and found not to contain voids or
discontinuities on the cut surfaces of the joint
area; and
(B) Deformed by bending, torque or impact, and if
failure occurs, it must not initiate in the joint
area.
(C) A person must be requalified under an applicable
procedure, if during any 12-month period that
person: ( 1) does not make any joints under that
procedure; or ( 2) has 3 joints or 3 percent of the
joints made, whichever is greater, under that
procedure that are found unacceptable by testing
under U.S. Department of Transportation.
(D) Each operator shall establish a method to determine
that each person making joints in a plastic
pipeline in his system is qualified in accordance
with this section.
Section 504 - Inspection of Joints
No person may carry out the inspection of joints in plastic
pipes required by U.S. Department of Transportation code unless
that person has been qualified by appropriate training or
experience in evaluating the acceptability of plastic pipe joints
made under the applicable joining procedure.
Section 505 - Installation of Plastic Pipe
Plastic pipe must be installed below ground level. Plastic
pipe must be installed so as to minimize sheer or tensile
stresses. Plastic pipe must have an electrically conductive wire
#12 copper THW or equal or other means of locating the pipe while
it is underground.
Section 506 - Pipelines
Each segment of a plastic pipeline must be tested in
accordance with this section. The test procedure must insure
discovery of all potentially hazardous leaks in the segment being
tested. The test pressure must be at least 150 percent of the
maximum operating pressure of 50 psig, whichever is greater.
However, the maximum test pressure may not be more than three times
the design pressure of the pipe.
The temperature of thermoplastic material must not be more
than 100 degrees Fahrenheit during the test.

Section 507 - Testing While Installing
Air pressure must be maintained at all times when pipe is being
buried. It will be inspected by a City of Waterloo Inspector.
