AN ORDINANCE AMENDING THE 1988 CODE OF ORDINANCES OF THE
CITY OF WATERLOO, IOWA, BY REPEALING SUBSECTION ( 1)
MEMBERSHIP; TERM, AND SUBSECTION ( 2) PERSONS ELIGIBLE
FOR MEMBERSHIP, OF SECTION 2-193 , BOARD ORGANIZATION,
AND BY REPEALING SUBSECTION ( 2 ) GENERAL POWERS, AND
SUBSECTION ( 5) , BOARD MEETINGS, OF SECTION 2-194 , POWERS
AND DUTIES OF THE BOARD, OF DIVISION 4, BOARD OF PARK
COMMISSIONERS; AND ENACTING IN LIEU THEREOF A NEW
SUBSECTION ( 1) MEMBERSHIP; TERM, AND NEW SUBSECTION ( 2 )
PERSONS ELIGIBLE FOR MEMBERSHIP, OF SECTION 2-193 , BOARD
ORGANIZATION, AND A NEW SUBSECTION ( 2 ) GENERAL POWERS,
AND NEW SUBSECTION ( 5 ) , BOARD MEETINGS, TO SECTION
2-194 , POWERS AND DUTIES OF THE BOARD, OF DIVISION 4 ,
BOARD OF PARK COMMISSIONERS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA,
as follows:
That Subsection ( 1 ) Membership; term, and Subsection ( 2 )
persons eligible for membership, of Section 2-193 , Board
organization and Subsection ( 2) General powers, and Subsection
( 5) , Board meetings, of Section 2-194 , Powers and Duties of the
Board, of Division 4 , Board of Park Commissioners, of the Code of
Ordinances of the City of Waterloo, Iowa, are hereby repealed in
their entirety; that new Subsection ( 1 ) Membership; term, and
Subsection ( 2) Persons eligible for membership, of Section 2-193 ,
Board organization, and Subsection ( 2 ) General powers, and
Subsection ( 5) , Board Meetings, of Section 2-194, Powers and
Duties of the Board, of Division 4 , Board of Park Commissioners,
of the Code of Ordinances of the City of Waterloo, Iowa, are
hereby enacted in lieu thereof as follows:
Sec. 2-193 . Board organization.
( 1) Membership; term. The Board of Park Commissioners shall
consist of seven ( 7 ) members to be appointed by the Mayor with the
approval of the Council. The regular, full term of office for six
( 6) of the members shall be six ( 6 ) years. One member' s term
shall expire January 1, 1989; one member' s term shall expire
January 1, 1990 ; one member ' s term shall expire January 1, 1991 ;
one member' s term shall expire January 1, 1992; one member' s term
shall expire January 1 , 1993 ; one member' s term shall expire
January 1, 1994 . One member shall be a member of the Board of
Recreation Commissioners; this member' s term shall expire whenever
the term on the Recreation Commission expires. The commissioners
shall hold their office until their successors are appointed and
qualified. Said appointments shall be made upon the expiration of
each present term of office.
( 2) Persons eligible for membership.
(a) Qualified electors of the City are eligible to
membership on the Board of Park Commissioners.
(b) One member of the Board of Park Commissioners shall
also be a member of the Board of Recreation Commissioners.
Sec. 2-194 . Powers and duties of the Board.
( 2 ) General powers.
(a) To direct and control all of the affairs of the
Park Commission.

(b) To expend for and on behalf of such municipality all
sums of money so appropriated except that all purchases of
goods and services shall be made in accordance with the
City' s established rules and regulations and especially those
sections relating to open competitive bidding.
(c) To make recommendations to the Mayor and City
Council to employ a Director of Parks and such assistants and
employees as may be deemed necessary for the proper
management of the park system and riverfront lands and
facilities.
(d) To appoint the appropriate employee or employees of
the Park Department as a peace officer to enforce the laws,
rules and regulations of the parks and riverfront lands in
the City of Waterloo.
( 5 ) Board meetings. Regular meetings shall be held, at a
minimum, on a monthly basis at such time and place as the Board
may establish. Special meetings of the Board may be called by the
chairman. All meetings shall be open to the public. A quorum
shall consist of a majority of the commissioners. The business of
regular meetings shall consist of (a) approval of the minutes of
preceding meeting; (b) reports; (c) unfinished business; (d)
new business; (e) approval of bills.

Passed and adopted by the City Council of the City of
Waterloo, Iowa, on the 3rd day of January, 1989, and approved by
the Mayor on the 5th day of January, 1989 .
