HomeMy WebLinkAbout3675-10/16/1989 ORDINANCE NO. 3675 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF WATERLOO, IOWA, BY REPEALING CHAPTER 30 , PLUMBING; AND ENACTING IN LIEU THEREOF A NEW CHAPTER 30, PLUMBING. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA: That Chapter 30, Plumbing, of the Code of Ordinances of the City of Waterloo, Iowa, is hereby repealed in its entirety; that a new Chapter 30 , Plumbing, of the Code of Ordinances of the City of Waterloo, Iowa, is hereby enacted in lieu thereof as follows: Chapter 30 PLUMBING Sec. 30-1. Certain Sections and Articles Saved from Repeal. Sections 3 , 19 and 20 of Article XIV, and all of Articles XV, XVI , XVII , XVIII , and XX of Ordinance No. 2234 , as amended, pertaining to persons authorized to do plumbing, inspection fees , application and examination for licenses , board of plumbers, examiners, and plumbing inspector, are hereby saved from repeal. Sec. 30-2 . Certain Sections Re-enacted. Section 4 of Article XIII , Maintenance, and Sections 1 , 11 and 18 of Article XIV, Inspection Tests and Miscellaneous Regulations, of Ordinance No. 2234, are hereby re-enacted as follows: ARTICLE XIII - MAINTENANCE "Sec. 4 . Conditions Not Covered by Ordinance. Whenever a condition should arise during the construction, remodeling, alteration, or additional work on any building in which this ordinance would be applicable only in part, the Plumbing Inspector shall see that the work is done as the Inspector thinks best, and the Inspector ' s decision shall be final . " ARTICLE XIV - INSPECTION TESTS AND MISCELLANEOUS REGULATIONS "Sec. 1 . Persons Authorized and Reporting. (a) No person, firm or corporation other than those holding a master plumber ' s license issued by the City of Waterloo, or such other master plumbers, not legally residents of the City of Waterloo, who have satisfied the Board of Plumbing Examiners as to their competence and have posted bond as by this ordinance provided, shall tap any water or sewer mains, nor install any private sewage disposal plant or private water system; nor shall they make any connections, extension, replacement, removals or additions of any nature to the sanitary plumbing or water supply system within any building, or disconnect any fixture or change the sanitary or water pipe arrangement. (b) In cases when the owner occupant desires to install plumbing in the owner ' s own residence, the owner may appear before the Plumbing Inspector and show that the owner is competent to do the specific works. (c) When any changes, replacements, removals or additions to the sanitary arrangements within a building are made, the same BOOK 257 PAGE 757 Ordinance No. 3675 Page 2 shall be reported to the Plumbing Inspector who shall issue a permit for, and make inspection of such work. Replacement, or renewal of defective piping or other parts of the sanitary system not involving the removal of plumbing fixtures, or traps and extension, replacements, renewals and removals of water piping in connection with the plumbing system when done by a licensed plumber and in accordance with the terms of this ordinance need not be reported to the Plumbing Inspector. " "Sec. 11. House Sewer Inspection The house sewer shall be inspected by the Plumbing Inspector at the junction with the city main. " "Sec. 18 . Laundry Trays Fixtures such as laundry trays and tubs in private residences, used for laundry wastes only, may be drained over an open floor drain provided that such fixture is set not more than five feet from such floor drain. " Sec. 30-3 . Uniform Plumbing Code Adopted by Reference. A certain document, a copy of which is on file and available in the office of the city clerk of the City of Waterloo, Iowa, being marked and designated as "Uniform Plumbing Code, 1985 Edition, published in 1985 by the International Association of Plumbing and Mechanical Officials" , be and the same is hereby adopted as the plumbing code of the City of Waterloo, Iowa, for governing the installation of plumbing. The Uniform Plumbing Code, 1985 Edition, is hereby adopted as if fully set forth in this chapter, with exceptions as hereinafter provided in this chapter. Sec. 30-4 Materials and Alternates - Minimum Standards. That subsection (d) of Section 201, Minimum Standards, of the Uniform Plumbing Code is hereby repealed, and a new subsection (d) of Section 201, Minimum Standards, is hereby enacted in lieu thereof as follows: " (d) The administrative authority may allow the extension, addition, or relocation of existing soil, waste, or vent pipes with materials of like grade or quality. Extra heavy weight cast iron soil and waste pipe shall be either statically or centrifugally cast. Service weight cast iron soil or waste pipe shall be centrifugally (spun cast) or of equal quality. " That a new subsection (k) of Section 201 , Minimum Standards , of the Uniform Plumbing Code is hereby added as follows: " ( k) All materials, systems, equipment, fixtures, appliances, and/or appurtenances authorized for use in this code shall be installed, used, and maintained strictly in accordance with the manufacturer ' s specifications for installation, use and maintenance, and/or the standards cited in this Code. " Sec. 30-5. General Regulations - Existing Construction. That Section 320, Existing Construction, of the Uniform Plumbing Code is hereby repealed, and a new Section 320, Existing Construction, is hereby enacted in lieu thereof as follows: "Nothing in this Code shall be construed to prohibit the continued use of any existing plumbing, plumbing systems , equipment, fixtures, appliances or appurtenances found, upon inspection to be in accord with the health and safety standards established by this Code, and which does not relate a health or safety hazard by reason of its continued use. " B04i( 28 / PACE I Ordinance No. 3675 Page 3 Sec. 30-6 . Drainage Systems - Materials. 'char- Section 401 , Materials, of the Uniform Plumbing Code, is hereby repealed, and a new Section 401, Materials, is hereby enacted in lieu thereof as follows: "Soil and waste piping for a drainage system above ground within a building shall be of cast iron, galvanized wrought iron, galvanized open-hearth iron, galvanized steel, brass, seamless copper pipe, or copper tube Types K, L, M or Schedule 40 ABS or PVC plastic pipe. " "EXCEPT that all plumbing piping installed in residential buildings of more than twelve ( 12) units, and/or more than two (2) floors, and buildings classified and/or zoned as commercial or industrial by the authority having jurisdiction shall be in an approved metallic soil and waste plumbing system. For the purpose of this code a building is a structure that stands alone and is separated by other structures by open area or fire walls approved by the Uniform Building Code. " Sec. 30-7. Drainage Systems - Cleanouts. That Section 406, Cleanouts, of the Uniform Plumbing Code is hereby repealed, and a new Section 406, Cleanouts, is hereby enacted in lieu thereof as follows: " (a) Cleanout openings shall not be used for the installation of new fixtures or floor drains except where approved in writing by the administrative authority and where another cleanout of equal access and capacity is provided. (b) Cleanouts on concealed piping shall be extended through and terminate flush with the finished wall or floor; chases may be left in the wall or floor, provided they are of sufficient size to permit removal of the cleanout plug and effective cleaning of the system. (c) Cleanout plugs shall not be covered with cement, plaster, or any other permanent finishing material. Where it is necessary to conceal a cleanout plug, a covering plate or access door shall be provided which will permit ready access to the plug. " Sec. 30-8. Vents and Venting - Materials. That Section 503 , Materials; of the Uniform Plumbing Code, is hereby repealed, and a new Section 503 , Materials, is hereby enacted in lieu thereof as follows: "Vent piping above ground shall be of cast iron, galvanized wrought iron, galvanized steel, galvanized ferrous alloys, brass, seamless copper pipe or copper tube, or Schedule 40 ABS or PVC plastic pipe. " "Seamless copper pipe or copper tube Types K, L, and M, may be used in all buildings. " "EXCEPT that all plumbing piping installed in residential buildings of more than twelve ( 12 ) units, and/or more than two (2) floors, and buildings classified and/or zoned as commercial or industrial by the authority having jurisdiction shall be in an approved metallic soil and waste plumbing system. Vents and Venting - Vent Pipe Grades and Connections. BOOK 28'7 META • Ordinance No. 3675 Page 4 That subsection (c) of Section 505, Vent Pipe Grades and Connections, of the Uniform Plumbing Code is hereby repealed, and a new subsection (c) of Section 505 , Vent Pipe Grades and Connections, is hereby enacted in lieu thereof as follows: " ( c) ) All vent and branch vent pipes shall be free from drops and sags and be so graded and connected as to drip back to the soil or waste pipe by gravity. Whenever possible where dry vent pipes connect to a horizontal soil or waste pipe, the vent branch shall be taken off above the center line of the pipe, and the vent pipe rise vertically or at an angle of 45 degrees to the vertical to a point six inches above the fixture it is venting before offsetting horizontally or connecting to a branch, main waste, or soil vent. No vertical vent terminating through roof shall have more than a 45 degree offset. All buildings that have basements shall be provided with a two inch future vent to serve this area. " Sec. 30-10. Indirect and Special Wastes - Indirect Waste Conditions. That subsection (b) of Section 601 , Indirect Waste Conditions, of the Uniform Plumbing Code, is hereby repealed, and a new subsection (b) of Section 601 , Indirect Waste Conditions , is hereby enacted in lieu thereof as follows: " (b) No cold storage room, refrigerator , cooling counter , compartment, receptacle, appurtenance or device which is used, designed or intended to be used for the storage or holding of food or drink and no dishwashing or culinary sink in any food preparation room which is used for soaking, washing or preparing ready-to-serve food shall have any drain in connection therewith directly connected to any soil, waste or vent pipe. Such equipment or fixtures shall be drained by means of indirect waste pipes, as defined in Chapter 1 of the Uniform Plumbing Code, and all wastes drained by them shall discharge through an airgap into an open floor sink or other approved type receptor which is properly connected to the drainage system. Cooling and air conditioning equipment may be separated by an airbreak, but all food equipment shall be separated from the drainage system by a full airgap. " Sec. 30-11 . Indirect and Special Wastes - Indirect Waste Receptors. That subsection (b) of Section 604, Indirect Waste Receptors, of the Uniform Plumbing Code is hereby repealed, and a new subsection (b) of Section 604 , Indirect Waste Receptors , is hereby enacted in lieu thereof as follows: " (b) A separately trapped standpipe shall be provided for the clothes washer and laundry tub and the same shall be properly vented. " Sec. 30-12. Traps and Interceptors - Industrial Interceptors (Clarifiers) and Separators. That Section 708 , Industrial Interceptors (Clarifiers) and Separators, of the Uniform Plumbing Code is hereby repealed, and a new Section 708, Industrial Interceptors (Clarifiers) and Separators, is hereby enacted in lieu thereof as follows: " (a) Drainage from commercial garages, gasoline filling stations, dry cleaning establishments, oil extraction plants and other industries where oils or solvents are used, is likely to contain inflammable compound, which shall therefore be intercepted before discharging into the city sewer. The interceptor shall have a capacity sufficient to separate the oil, BOOK ?8 46Call Ordinance No. 3675 Page 5 grease or other inflammable compound and shall be so located and constructed to prevent fire or explosion. Drainage from commercial garages and oil stations where automobile wash racks are installed is also likely to contain mud and sand which shall be separated from the wastes before discharging into the city sewer. Hence, the interceptor for these wastes shall afford sufficient capacity for both separating the oils and grease by flotation and the sand and mud by settling. (b) Where the wastes do not contain sand, mud or other solid material and inflammable compounds only are to be separated, the interceptor shall have a minimum capacity of 15 cubic feet with a minimum effective depth of 3 feet; and shall be provided with a vent and manhole with tightly fitting cover. (c) For drainage from commercial garages or other places where wastes are likely to contain sand, mud or other solid material in addition to oil, grease or other inflammable compounds, a minimum capacity of 50 cubic feet, with a minimum effective depth of 3 feet, shall be provided and a vent and manhole with tightly fitting cover shall be installed. (d) All interceptors shall be cleaned periodically. (e) Interceptors shall be built of poured concrete with floors and walls not less than 5 inches thick. Covers shall be of poured, reinforced concrete not less than 5 inches thick. (f ) For details, see diagram marked 'Mud Trap and Inflammable Waste Interceptors' . " Sec. 30-13 . Joints and Connections - Cement Mortar Joints. That Subsection (f ) of Section 802, Types of Joints , of the Uniform Plumbing Code is hereby repealed, and a new subsection ( f ) of Section 802 , Types of Joints, is hereby enacted in lieu thereof as follows: " ( f ) Cement Mortar Joints. Except for repairs and connections to existing lines constructed with such joints, cement mortar joints are prohibited. Where permitted, cement mortar joints shall be made in the following manner: A layer of jute or hemp shall he inserted into the base of the joint space and rammed to prevent mortar from entering the interior of the pipe. Jute or hemp shall be dipped into a slurry suspension of portland cement in water prior to insertion into the bell. Not more than twenty-five percent ( 25%) of the joint space shall be used. for jute or hemp. The remaining space shall be filled in one continuous operation with a thoroughly mixed mortar composed of one part cement and two parts sand, with only sufficient water to make the mixture workable by hand. After one-half hour of setting, the joint shall be rammed around its entire periphery with a blunt tool to force the partially stiffened mortar into the joint and to repair any cracks formed during the initial setting period. The pipe interior shall be swabbed to remove any material that might have fallen into the interior. Additional mortar of the same composition shall then be troweled so as to form a 45 degree taper with the barrel of the pipe. " Sec. 30-14 . Joints and Connections - Clay and Concrete Sewer Pipe. That subsection (a) of Section 803 , Use of Joints, of the Uniform Plumbing Code is hereby repealed, and a new subsection (a) of Section 803 , Use of Joints , is hereby enacted in lieu thereof as follows: " (a) Clay and Concrete Sewer Pipe. Flexible joints between lengths of clay pipes shall be made using approved resilient 80D1( 287 PAGE dB.L ' ` Ordinance No. 3675 Page 6 materials both on the spigot end and in the bell end of the pipe. Flexible joints between lengths of concrete pipe shall be made using approved rubber materials both on the spigot and in the bell end of the pipe. " Sec. 30-15 . Water Distribution - Running Water Required. That Section 1001 , Running Water Required, of the Uniform Plumbing Code is hereby amended by adding the following sentence thereto as follows: "Hot water for fixtures and appliances requiring hot water shall be supplied to the fixture or appliance at a temperature of at least 140 degrees Fahrenheit. " Sec. 30-16 . Water Distribution - Cross-Connection Control. That Section 1003 , Cross-Connection Control, of the Uniform Plumbing Code is hereby amended by adding subsection (q) thereto as follows: "(q) Stop-and-waste valve combination. Combination stop- and-waste valves and cocks shall not he installed in any underground potable water supply system unless an approved system of watertight piping from the weep hole of the stop-and-waste valve is installed to drain to a lower protected level. " Sec. 30-17. Water Distribution - Materials. That Section 1004, Materials, of the Uniform Plumbing Code is hereby repealed, and a new Section 1004, Materials, is hereby enacted in lieu thereof as follows: " (a) Materials for water service piping shall be of brass, cast iron, wrought iron, open-hearth iron or steel, or copper. All threaded ferrous pipe and fittings shall have been galvanized (zirr: coated) or cement lined. All ferrous pipe threaded joints shal _ be coal tar enamel coated and wrapped at the time of instillation in the trench. Copper pipe and tubing shall be inst).lied so that the color marking is clearly visible at the time of inspection. Copper tube, when used underground, shall have. ' weight not less than copper water tube Type K. (b) Materials for water distribution, pipes and tubing sha'. l be of brass, copper, cast iron, wrought iron, open hearth ircn, or steel pipe with appropriate approved fittings. All threaded ferrous pipe and fittings shall have been galvanized ( ':inc coated) or cement lined, and when such pipe and fittings =.re used underground inside buildings , they shall be coal tar enamel coated and the threaded joints wrapped at the time of installation. Copper tube used underground shall have a weight of not less than copper water tube Type K and above ground shall have a weight of not less than copper water tube Type L. " Sec. 30-18 . Building Sewers - Sewer Required. That subsection (d) of Section 1101, Sewer Required, of the Uniform Plumbing Code is hereby repealed, and a new subsection (d) of Section 1101 , Sewer Required, is hereby enacted in lieu thereof as follows: " (d) A public water supply system and/or public sewer system shall be deemed available to premises used for human occupancy if such premises are within 200 feet, measured along a street, alley, or easement, of the public water supply or sewer system and a connection conforming with the standards set forth in this code shall be made thereto. " SOUK 287 PAGE �7t3: Ordinance No. 3675 Page 7 Sec. 30-19. Building Sewers - Grade, Support and Protection of Building Sewers. That subsection (b) of Section 1106 , Grade, Support and Protection of Building Sewers, of the Uniform Plumbing Code is hereby repealed, and a new subsection (b) of Section 1106, Grade, Support and Protection of Building Sewers, is hereby enacted in lieu thereof as follows: " (b) A building sewer or building drain installed in filled or unstable ground shall be of cast iron pipe or copper tube, Type L, hard temper. " Sec. 30-20 . Building Sewers - Sewer and Water Pipes. That Section 1108, Sewer and Water Pipes, of the Uniform Plumbing Code is hereby repealed, and a new Section 1108 , Sewer and Water Pipes, is hereby enacted in lieu thereof as follows: " (a) The building sewer, when installed in a separate trench from the water service pipe, shall be of cast iron soil pipe, vitrified clay tile, or copper tube not less than Type L hard temper. (b) The building sewer when installed in the same trench with the water service pipe shall be of cast iron soil pipe or copper tube of a weight not less than that of copper water tube Type L, hard temper, and installed with approved joints and shall be of such as to remain water tight and root proof.
