City Clerk Schares reviewed the new format for the agenda and the Council communications. Moved by Hart, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Mayor Clark reviewed items on the Standing Committee agendas for meetings scheduled for Monday, February 1, 2010. Mayor Clark explained that the Downtown Wayfinding Signage Project is on display at the Center for the Arts and is to help direct people around the downtown area. Councilperson Hart questioned the connection between Vanderwall and Craig Ritland Landscape Architect. City Engineer, Eric Thorson, explained that they worked together to come up with the concept plan and this contract is to prepare the actual plans for the signs to go out to bid. There is a committee, who is listed in the concept booklet that worked together to form the concept. The signs were designed to be as cleanable as possible to assist with graffiti removal Chief Financial Officer, Michelle Weidner, explained that this loan is a pass through loan that is a result of Section 108 loan assistance contract received several years ago. The source of the funds are federal loans passed through the City to Crystal Distribution, Inc. and is guaranteed by the Black Hawk County Solid Waste Distribution. Community Planning and Development Director, Noel Anderson, reported the expansion of Crystal Distribution, Inc. would assist in the creation of jobs and retention of current employees. This is a 45,000 sq. foot, $4 million, expansion of their cold storage. The amount of HUD loans are eligible because of their job creation and retention. With no further business before the council, it was moved by Hart, seconded by Cole that the meeting be adjourned at 8:25 a.m. Ayes: Six. Absent: Greenwood. Motion carried. Suzy chkires City Clerk
