Mayor Hurley reviewed items on the Consent Agendas for meetings scheduled for Monday, February 16, 2009. Greenwood now present at 8:03 a.m. Mayor Hurley reviewed items on the council agenda for Monday, February 16, 2009 and the following items were discussed. Mayor Hurley reported that Larry Smith, Superintendent of Waste Management, is recommending to accept the bid from Denver Construction for the drop off site recycling collection and disposal program, although they were not the low bidder. Mr. Smith's letter will explain why he did not accept the low bid. Councilperson Greenwood asked about the lease agreement with Twin Sports Group for lease of Waterloo Riverfront Stadium and how that would the affect use of the stadium by the high schools. Councilperson Greenwood noted that the city provides the stadium, but the Bucks charge $300 to schools to use it and they also get the gate receipts and concession stand revenues. Paul Huting, Leisure Services Director, noted that there is a clause in the agreement that gives the Leisure Services Director authorization to decide optional use of the stadium. Mr. Huting will get together with Councilperson Greenwood prior to Monday's meeting. Councilperson Welper reported that the flower bed located at the corner of East 4th & Sycamore in front of Screaming Eagles was damaged over the winter, and it may have happened when city crews cleaned that area. The Leisure Services Director and Superintendent of Traffic Operations will look at the area. Larry Smith, Superintendent of Waste Management Services, reported that the agreement with AECOM is for construction related services for the storage building at Water Pollution Control. AECOM prepared the bid documents and this is for construction oversight and administration. Lou Cutwright, Building Official/Maintenance Administrator, reported that the same thing happened with the E. Park Avenue ramp repairs. The engineer put together the specs and bid documents and then brought back the agreement for project oversight. With no further business before the council, it was moved by Welper, seconded by Reggie Schmitt that the meeting be adjourned at 8:17 a.m. Ayes: Five. Absent: Cole, Getty. Motion carried.
