Members absent: Getty. Moved by Reggie Schmitt, seconded by Steve Schmitt that the Agenda, as proposed, be approved. Ayes: Six. Absent: Getty. Motion carried. Mayor Hurley reviewed items on the Standing Committee for meetings scheduled for Monday, March 2, 2009. Mayor Hurley reviewed items on the council agenda for Monday, March 2, 2009 and the following items were discussed. Councilperson Hart stated he has had calls concerning garbage cans left on city streets for long lengths of time. Larry Smith, Superintendent of Waste Management Services, explained there is a city policy on the hours garbage cans can be put out and where, but it is hard to enforce. Mr. Smith suggested that wording be put in the Waterloo Code of Ordinance about the hours so that we can then fine those who don't follow the code. Mayor Hurley stated we will schedule a council work session for some time after the budget hearing. Councilperson Steve Schmitt stated the complaint he has heard is a public safety concern because of all the vehicles on 4th Street. Councilperson Hart asked if Councilperson Greenwood will need to abstain on the consultant agreement with Win-Rx, LLC to develop an RFP and make recommendation for pharmacy benefit management for the city's prescription drug policy. Councilperson Greenwood stated the city pays about $1.1 million for prescription drugs for city employees. Our consultant Bill Robinson went to three pharmacy benefit companies and recommended Express Scripts. Dr. Phil Garis, CEO of Win-Rx, is an expert on pharmacy benefits and is an independent consultant who looks at employers' contracts and makes recommendation on how smaller benefit pharmacy corporation could help because they are more transparent. Mayor Hurley noted that Councilperson Greenwood has been interested in pursuing this for quite some time, but it is up to the council whether to proceed. If we do proceed, the RFP needs to be written to answer all questions once and for all. Councilperson Steve Schmitt asked when our current contract with Express Script will expire, and Nancy Eckert, City Clerk, responded on July 1, 2009. Councilperson Steve Schmitt stated he is open to see if the city can save some money. Councilperson Greenwood stated that Dr. Garis has been around for years. Councilperson Greenwood stated he is convinced by bidding this out, the city could save $200,000.00. Mayor Hurley stated that Councilperson Greenwood, as a pharmacist, should abstain on this item. Councilperson Welper stated he has a lot of questions, but if it could save the city $200,000, he would listen. Councilperson Welper stated it is his understanding the city is with a coalition of 22 other entities all contracting with Express Scripts. Councilperson Steve Schmitt stated he is surprised someone else hasn't brought this up by now. Mayor Hurley asked to remove this item from the March 2 council agenda and place it on the March 9 council agenda. With no further business before the council, it was moved by Welper, seconded by Reggie Schmitt that the meeting be adjourned at 8:26 a.m. Ayes: Six. Absent: Getty. Motion carried.
