Members absent: Greenwood, Steve Schmitt.
Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes:
Five. Absent: Greenwood, Steve Schmitt. Motion carried.
Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for
Monday, May 18, 2009.
Mayor Hurley reviewed items on the council agenda for Monday, May 18, 2009 and the
following items were discussed.
Mayor Hurley explained the fireworks application for My Waterloo Days. The My Waterloo
Days Committee had a April 14, 2009 deadline for any fireworks display. No money was
available for the fireworks and the decision was made not to include the fireworks in the My
Waterloo Days celebration. Councilperson Steve Schmitt and other volunteers are working on
funding for the fireworks. Mayor Hurley stated that there were discussions to display the
fireworks off the 6tn Street bridge, but the 4th and 5th Street bridges will be closed and we are
unsure if Park Avenue will be opened by My Waterloo Days and this would mean the emergency
vehicles would have to use 1st Street and Mullan Avenue. There is now discussion to shoot the
fireworks off the banks of the river by the Youth Pavilion, which would work. All people will
have to be out of the building by 9:00 p.m. because Chief Carter does not want any people in the
Center For The Arts building while they are shooting the fireworks. Chief Carter noted that
fireworks need 350 feet clearance, so they cannot be next to the building. Mayor Hurley asked
that the fireworks application be added to Monday's agenda.
Police Chief Tom Jennings explained that he is recommending council deny the out door service
area application for the Winning Edge, 341 Fletcher Avenue. They are requesting an area that is
facing the back yards of residences located in a residential area on Reber Avenue. The
applicants could place the outdoor service area in another location that would not bother the
neighbors, but they are not willing to do that.
Eric Thorson, City Engineer, explained Change Order No. 7 for a net increase in the amount of
$54,346.60 for the FY 2008 West Commercial Street Extension, River Road Relocation and
Storm Water Pump Station, Contract No. 720. The change order is due to the differential
foundation support from the backfilled area adjoining the pump station at the manifold and as
affected by the ground water table, a spread footing and flexible pipe joints are required. Geo-
foam backfill is also required to minimize the overburden loading reaction of the backfill
Councilperson Getty asked about the Building & Grounds Committee item for the repairs in the
basement of City Hall and expressed concern that Lou Cutwright is talking about a sump station
and he wonders where he is going to pump the water. Mayor will get with Mr. Cutwright.
With no further business before the committee, it was moved by Cole, seconded by Getty that the
meeting be adjourned at 8:18 a.m. Ayes: Five. Absent: Greenwood, Steve Schmitt. Motion
carried.
