COUNCIL WORK SESSION
July 2, 2009

The meeting was called to order at 8:10 a.m.
Members present: Mayor Hurley, Cole, Getty, Hart, Greenwood, Steve Schmitt, Welper.
Members absent: Reggie Schmitt.
Moved by Welper, seconded by Steve Schmitt that the Agenda, as proposed, be approved. Ayes:
Six. Absent: Reggie Schmitt. Motion carried.
Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for
Monday, July 6, 2009.
Mayor Hurley reviewed items on the council agenda for Monday, July 6, 2009 and the following
items were discussed.
Police Chief Tom Jennings noted that the local match of $11, 494.00 for the Justice Crime
Victim Assistance Division Federal Violence Against Women grant in the amount of $34,480.00
is an in -kind match.
Eric Thorson, City Engineer, reported that the Cedar Prairie Trail Bridge is located by the
Greenbelt and the repair to the bridge is being funded by FEMA.
Noel Anderson, Community Planning & Development Director, explained that the utility
easement agreement with Qwest is to allow Qwest access to the city's right of way to install
phone and internet services along the north side of West Ridgeway Avenue between Deere Road
and Martin Road for the new development in the Greenbelt Centre Business Park.
Mayor Hurley explained the request from the Cedar Valley Irish Cultural Association to hold 3`d
annual Iowa Irish Fest on July 31-August 2, 2009. Mayor Hurley stated that he has been
working on this request with public safety staff for over a month. Public Safety is insisting on
access to Lincoln Park because of the high attendance. The Irish Fest wants to control entrance
because there is an admission fee and they have gates, which was the sticking point for public
safety. Police Officers will be working the event and will know when an ambulance needs to get
in. Mayor Hurley stated he feels the proposed street closures are the best answer for all
concerned.
With no further business before the council, it was moved by Cole, seconded by Greenwood that
the meeting be adjourned at 8:25 a.m. Ayes: Six. Absent: Reggie Schmitt. Motion carried.
