COUNCIL WORK SESSION
February 11, 2008

Members present: Mayor Hurley, Cole, Getty, Hart, Greenwood, Steve Schmitt, Welper, Reggie
Schmitt.
Moved by Reggie Schmitt, seconded by Cole that the Agenda, as proposed, be approved. Ayes:
Seven. Motion carried.
The purpose of the work session was to review the Waterloo Convention & Visitors Bureau
Board's recommendation for hotel/motel tax grants.
Mayor Hurley noted that the hotel/motel tax funds are allocated 50 percent to the Waterloo
Convention & Visitors Bureau's operating budget, 20 percent for the Five Sullivan Brothers
Convention Center with a minimum of $150,000.00, 20 percent for grants and 10 percent for
council discretionary funds. The Convention & Visitors Bureau (CVB)currently handles the
grant process.
Bob Fahr explained that the grants were allocated about one-third for cultural, one-third for
sports and one-third for events. Mr. Fahr explained that the committee looks at the following
criteria:
1. Heads on beds. The number of people the event will draw and whether the event
will support the hotels/motels.
2. Is it a first-time event and will it bring in hotel/motel nights.
3. Bricks and mortars are not a high priority.
4. Is the grant included as a line item in the budget and is it a continuous request.
The CVB received requests in the amount of $374,200.00 and recommended grants in the
amount of $190,000.00. The list of applicants, amounts requested, CVB recommended amounts,
and use for the grants were reviewed with members of the Convention and Visitors Bureau.
With no further business before the council, it was moved by Getty, seconded by Steve Schmitt
that the meeting be adjourned at 5:00 p.m. Ayes: Seven. Motion carried.
