HomeMy WebLinkAbout02.28.2008• • COUNCIL WORK SESSION February 28, 2008 8:00 a.m. Council Chambers Members present: Mayor Hurley, Cole, Getty, Hart, Greenwood, Steve Schmitt, Welper, Reggie Schmitt. Moved by Reggie Schmitt, seconded by Greenwood that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for Monday, March 3, 2008. Mayor Hurley explained at the work session he will be updating the council on the FYE09 budget as to where we are at, how we got to the levy rate and talk about adds and deletes. Mayor Hurley reviewed items on the council agenda, for Monday, March 3, 2008 and the following items were discussed. Mayor Hurley noted that the Waterloo Bucks have an application for fireworks display for various dates on the consent agenda. The application states they will start the fireworks at 9:30 p.m. and the display will last for 15 minutes. The resolution setting the date of hearing as March 15, 2008 on the issuance of a variable/fixed rate note not to exceed $2,970,000.00 for a loan guarantee with the U.S. Department of Housing and Urban Development to finance the River Walls reconstruction portion of the Cedar River Dam was reviewed. Michelle Weidner, Chief Financial Officer, reported that the note will be paid off using the Black Hawk County Solid Waste distributions and will be for three years. As part of the BEDI grant, the city has to apply for a Section 108 loan, and that loan agreement was approved by council on September 19, 2006. Councilperson Welper asked if any citizens have asked for copies of the animal control ordinance and if it is available on the city's web site. Nancy Eckert, City Clerk, reported that she has made copies of the proposed ordinance for about three or four individuals. The proposed language change is not available on the city's web site. Councilperson Getty asked if any construction is being done on the dam as it was his understanding the contractor was going to do 90 percent of the work during the winter months. Eric Thorson, City Engineer, noted that the contractor wanted to continue the work during the winter months if possible. This has not been a normal winter because since the first of December, the contractor has not been able to do a whole lot. With no further business before the council, it was moved by Cole, seconded by Schmitt that the meeting be adjourned at 8:12 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
