Members absent: Cole, Hart, Greenwood. Moved by Reggie Schmitt, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Four. Absent: Cole, Hart, Greenwood. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for Monday, March 17, 2008. Mayor Hurley noted that the Ordinance Committee meeting has been deleted from the agenda. Mayor Hurley reviewed items on the council agenda and the following items were discussed. Mayor Hurley stated that the recommendation from the Community Planning and Development Director to appoint Aric Schroeder to the position of City Planner will be added to the consent agenda. Don Temeyer, Community Planning & Development Director, reviewed the note for the loan guarantee with HUD for the River Walls reconstruction part of the Cedar River Dam. The loan is tied to the BEDI grant using Section 8 leverage. If the note is signed, the city can draw down funds from HUD. Don Temeyer, Community Planning & Development Director, reviewed the amendment to the Logan Avenue Urban Renewal and Redevelopment Plan. The amendment will add the area along U.S. 63 from Donald Street to the Cedar River. Lou Cutwright, Building Official/Maintenance Administrator, reported that the Change Order for the 2007 Window Replacement at the Waterloo Public Library includes changes to the computer room and mechanical changes that will be funded with $38,000 gaming funds and the rest with bond funds. Don Temeyer, Community Planning & Development Director, reviewed the change order with D.W. Zinser for the demolition of the former Chamberlain Manufacturing property is due to discovery of extra asbestos. Councilperson Getty asked why didn't the contractor find this asbestos prior to letting of the contract as it seems like we are always adding something after original bids. Councilperson Steve Schmitt asked if the contractor will be asked to share in the extra expense. Mr. Temeyer responded that would be a legal question. Brad Hagen, Airport Director, reviewed the agreement with Earth Tech for preparation of the update to the Airport Master Plan. Mr. Hagen noted that the city has not received the grant money from the FFA, but the FFA has asked the city to proceed. We will execute the contract but will not give the notice to proceed until we receive funding approval from the FFA. In response to a question from Councilperson Steve Schmitt, Mr. Hagen noted that the last update plan was 2000. Sandie Greco, Superintendent of Traffic Operations, updated the proposed improvements to the intersection of U.S. 63 and Ridgeway Avenue. The project includes removal of the big truss, replacement of signals and removal of the right turn lane. The city is applying for traffic safety improvements funds for the project. Mayor Hurley asked if a turn -about was discussed for this intersection. Ms. Greco responded that a turn -about was looked at for this location, but it was decided it would not be feasible for this intersection. Don Temeyer, Community Planning & Development Director, reported that casino funds will be used for the public market building project. Mayor Hurley stated he may be adding a change to the non -bargaining sick leave policy. Council Work Session March 13, 2008 Page 2 • • Councilperson Steve Schmitt commented that he attended a Main Street Waterloo meeting, and they asked if the council would be discussing an odd/even schedule for snow removal. Mayor Hurley responded he will talk internally with staff and get the facts and figures together. If council decides they want to move ahead, it will take an ordinance change. Councilperson Getty commented that the underpass under Logan Avenue (Hwy 63) is in terrible shape. Mayor Hurley stated his office has called the IDOT and is waiting for a response. Councilperson Getty stated that when US 63 was widened years ago, people no longer had driveways so they all use an alley, and he has been receiving complaints that the city does not plow the alley. Steve Decker, Superintendent of Streets, reported the alley in this area is plowed using an end loader, but as a reminder alleys are prioritized the same as residential streets. Mr. Decker noted he visited the 1200 block of Logan Avenue yesterday and the area was sanded and salted yesterday. Mr. Temeyer reported that the city has asked for additional money for the underpass due to the water problem, and the IDOT supports this request. With no further business before the council, it was moved by Reggie Schmitt, seconded by Welper that the meeting be adjourned at 8:25 a.m. Ayes: Four. Absent: Cole, Hart, Greenwood. Motion carried.
