Members absent: Greenwood, Steve Schmitt. Moved by Reggie Schmitt, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Five. Absent: Greenwood, Steve Schmitt. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for Monday, March 24, 2008. Mayor Hurley reviewed items on the council agenda for Monday, March 24, 2008 and the following items were discussed. Mayor Hurley noted that a policy regarding comp time for non -bargaining employees relates to payout of comp time upon promotion to an exempt non -bargaining position and requires submission of over time hours to payroll. Mayor Hurley will add another policy change to the agenda regarding use of sick time for retiring non -bargaining employees. Paul Huting, Leisure Services Director, explained that the application for Black Hawk Gaming grants in the amount of $480,000 for the amphitheatre on the Cedar River is for the structure itself, and will be located in the same area as Mark's Park. Mayor Hurley noted that the amphitheatre is not part of the Iowa Vision funds. Mayor Hurley noted that the grants he is submitting to the Black Hawk Gaming is $19,900 for Shaulis Road traffic safety enhancement and $160,000 to continue the traffic safety education program. Tom Jennings, Police Chief, reported the $90,000 match for the FFY 2008 Justice Assistance grant for the Tri-County Drug Enforcement Task Force is included in the FYE09 budget. Noel Anderson, City Planner, reported that the $50,000 change order for Howard R. Green is for cleanup at the GMC site, and it will be paid with $32,000 grant and $18,000 city match. Mr. Anderson noted that Howard R. Green is the city's environmental specialist. We knew where the trench was but did not know there was buried items. The city is working with the EPA as we have elected not to haul all the material from the site, and we have to make sure we follow all regulations in burying the materials. Councilperson Getty questioned the change order and stated his concerns with Howard R. Green and that there always seems to be change orders on all their projects. Councilperson Hart commented that Howard R. Green does a good job, but he asked if the consultant work was bid or how did the city come to contract with Howard R. Green. Mr. Anderson responded that Howard R. Green came to the city with ideas as to how the city could get grants for several of these sites and that is how we began our professional relationship with them. Mr. Anderson noted that all removable parts of the projects have been bid, and Howard R. Green helps the city write the plans and specifications for those projects. With no further business before the council, it was moved by Getty, seconded by Cole that the meeting be adjourned at 8:19 a.m. Ayes: Five. Absent: Greenwood, Steve Schmitt. Motion carried.
