Members absent: Greenwood. Moved by Reggie Schmitt, seconded by Welper that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for Monday, April 14, 2008. Mayor Hurley reviewed items on the council agenda for Monday, April 14, 2008 and the following items were discussed. Noel Anderson, Community Planning & Development Director, explained that the Public Market Building Project will be funded with the CAT grant. We will do exterior finish and white box the inside as we have no major tenant at this time. Lou Cutwright, Building Official/Maintenance Administrator, explained that the PSA agreement with Earth Tech was not bid out as Earth Tech was the original consultant when the Commercial Street ramp was built. The work includes stairwells, deck surfaces, lighting, system drainage, expansion joints, etc., which have failed or are critical. The mayor's office has received many calls regarding the commercial street ramp. The project will continue over the next two years. Sandie Greco, Superintendent of Traffic Operations, reported that the specifications are being written on the spitter ticket for the East 5th/Commercial Street ramp. The specifications will be brought to council within the next month. Tom Jennings, Police Chief, reported that the agreement with PBI-Tech, LLC to locate a relay antenna on The Bridge Building will be at no cost to the city. Chief Jennings reported that the city has been given a $5,800 credit from RCSystems for purchase of electronic relay and/or surveillance equipment that was located on St. Mary's School. That equipment is no longer in use. Councilperson Steve Schmitt commented that he thought with the bid letting of April 28 on the East Park Avenue ramp repairs that the city was making that ramp our high priority. Mayor Hurley commented that all the ramps are in need of repair due to neglect. The funds have been identified for the repairs and the council will see many items relating to the repairs over the next two or three years. Mr. Cutwright reported that the specifications for the Commercial Street ramp will come before the council some time in June and the structural work should be completed this year. Councilperson Steve Schmitt noted that Main Street Waterloo and the downtown businesses have expressed concerns regarding the East Park Avenue ramp. Councilperson Cole suggested that the council move the April 28, 2008 council meeting to 4:00 p.m. and then adjourn to 5:30 p.m. to hold the annexation and rezoning hearings for Elk Run Energy Associates, LLC. A resolution will be placed on the April 14, 2008 council agenda to make said changes to the starting time. With no further business before the council, it was moved by Cole, seconded by Reggie Schmitt that the meeting be adjourned at 8:21 a.m. Ayes: Six. Absent: Greenwood. Motion carried.
