ORDINANCE COMMITTEE
June 9, 2008
5:00 p.m.
Council Chambers
Mayor Hurley called meeting to order at 5:20 p.m.
Members present: Mayor Hurley, Cole, Hart, Greenwood, Welper.
Members absent: Getty, Steve Schmitt, Reggie Schmitt.
Moved by Welper, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Four.
Absent: Getty, Steve Schmitt, Reggie Schmitt. Motion carried.
Lou Cutwright, Building Official/Maintenance Administrator, reviewed changes to the Waterloo
Code of Ordinances, Chapter 1, Building Code, Section 9-1A-3, General Contractors Board of
Licensing, Examiners and Appeals, of Title 9, Building Regulations, as it relates to composition
of the board. The International Fire Code authorizes the establishment of a board of appeals for
purpose of hearing applications for modification of the requirements of the code. Mr. Cutwright
explained that the city currently has a General Contractors Board of Licensing, Examiners and
Appeals which is a nine member board consisting of residential contractors, commercial
contactors, design professional, roofing contractor and at large members. To meet the
requirements of the board of appeals for the International Fire Code, one fire protection
engineering professional and one industrial safety professional will be appointed to the General
Contractors Board of Licensing, Examiners and Appeals. Two members currently serving on the
General Contractors Board of Licensing, Examiners and Appeals have volunteered to submit
their resignation so the new members can be appointed by Mayor Hurley.
Fire Chief Doug Carter explained that there is a older building downtown currently under
renovations, and the owner would like to appeal the requirement of a sprinkler system, which has
prompted the necessity of appointing a fire protection engineering professional and a industrial
safety professional to the appeal board. These individuals are required to be experienced and
trained in design and installation of sprinkler systems and fire alarm systems.
The consensus of the council was to place the proposed ordinance on next week's council
agenda.
With no further business before the committee, it was moved by Hart, seconded by Cole that the
meeting be adjourned at 5:25 p.m. Ayes: Four. Absent: Getty, Steve Schmitt, Reggie Schmitt.
Motion carried.
