HomeMy WebLinkAbout07.31.2008• • COUNCIL WORK SESSION July 31, 2008 8:00 a.m. Council Chambers Members present: Mayor Hurley, Cole, Getty, Hart, Greenwood, Steve Schmitt, Welper, Reggie Schmitt. Moved by Reggie Schmitt, seconded by Cole that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for Monday, August 4, 2008. Mayor Hurley noted that he is scheduling a council work session for Monday, August 4, 2008 to discuss the 2008 flood buyout process. The city has to submit a notice of intent to FEMA by September 12, 2008 with addresses and estimate of costs for buyouts of properties in the floodway. On August 18, 2008 Mayor Hurley will bring a recommendation to the council for approval of the priority lists of those buyouts. Surveys were mailed to residential property owners requesting their assistance in compiling data on homes that were affected and to explain assistance needs. Mayor Hurley will be sending out a press release asking property owners interested in buyouts to return the survey to the Planning Office by Monday, August 11, 2008. Mayor Hurley suggested that the priorities start with properties located in the floodways, 500 year flood plan and 100 year flood plan. Mayor noted floodway properties would include Sans Souci, Riverside and Blowers Creek area, which is the area he feels the city should focus on first. Councilperson Getty asked that the city attorney review if it is legal for the city to require a complete buyout in the Sans Souci and Riverside areas. Councilperson Getty noted that in the Sherwood Park area, it was council's intent to buy them all, but that did not happen. Councilperson Reggie Schmitt noted that these are voluntary buyouts, and the city cannot require property owners to move. Councilperson Getty stated that it floods in these areas every year, and those events use a lot of the city's resources. Councilperson Steve Schmitt noted that the Sans Souci and Riverside areas are not typical associations, and it might be wise to have a better understanding of that. Mayor Hurley noted that FEMA will offer buyouts using assessed values. Mayor Hurley commented that it will be up to the council to prioritize properties offered buyouts. Mayor Hurley reviewed items on the Council Agenda for Monday, August 4, 2008 and the following items were discussed. Eric Thorson, City Engineer, reported that Change Order No. 3 for a net increase in the amount of $37,997.19 for the FY 2008 Sidewalk Repair Program, Contract No. 723, is because of final adjustments. Some residential properties assessed actually belonged to the city and we had to add those properties to this contract. Paul Huting, Leisure Services Director, reported that the 2008 Riverfront Stadium Infield Natural Turf System contract is to improve drainage in the infield. The funds were donated through the Black Hawk County Gaming Association for this project. With no further business before the council, it was moved by Getty, seconded by Hart that the meeting be adjourned at 8:21 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
