Members absent: Cole, Greenwood. Moved by Welper, seconded by Steve Schmitt that the Agenda, as proposed, be approved. Ayes: Four. Absent: Cole, Greenwood, Getty. Motion carried. Mayor Pro Tem Reggie Schmitt reviewed items on the Standing Committee agendas for meetings scheduled for Monday, August 11, 2008. Mayor Pro Tem Reggie Schmitt reviewed items on the council agenda for Monday, August 11, 2008 and the following items were discussed. Mayor Pro Tem Reggie Schmitt reviewed the proposed Voluntary Transfer of Benefits Policy. This policy sets out the procedure for employees to voluntarily donate benefit time to an employee who will be off work for more than two weeks due to a personal illness for family illness and does not have enough benefit time to use so he/she would have to go unpaid. The city currently allows this but never had a written policy. Mayor Pro Tem Reggie Schmitt reviewed the proposed Smoking Area application form. The form will be used by bars wanting to establish a smoking area on city right of way. Getty now present at 8:05 a.m. Councilperson Hart inquired about the waiver of building permits fees. Mayor Pro Tem Reggie Schmitt noted that discussion is going on and a formal policy will need to be put in place. Paul Huting, Leisure Services Director, noted that the Young Arena Message Center project is to replace two current message centers with one using LEDs. There will be only one sign on the south side of the Young Arena building. MidAmerican Energy will be assisting with the funding with an energy rebate and dollar savings from the utilities. Councilperson Getty stated he would like an item placed on Monday's agenda for building permits to discuss how the property owners will pay, whether there will be refunds and/or reduced dollar amounts. Councilperson Getty stated he understands that the building inspectors need to inspect the buildings to make sure they are brought up to code. Mayor Pro Tem Reggie Schmitt responded that something needs to be put in writing. Mayor Pro Tem Reggie Schmitt explained that when a flooded property is sold or in estate, the owner will have to show that everything was properly repaired, and that the property had a final inspection. Lou Cutwright, Building Official/Maintenance Administrator, explained that if the fee is waived, people think they don't need to have an inspection. The Blowers Creek area where homes were under water, those homes need to be put back properly. Councilperson Hart stated he understands that the actual inspection has to take place. Councilperson Hart asked if there is another pool of money that could be used to reimburse these home owners. Mayor Pro Tem Reggie Schmitt scheduled a noon meeting today with Councilpersons Getty and Welper and Lou Cutwright to try to come up with a reduced fee schedule to put on the council agenda for Monday, August 11, 2008. Noel Anderson, Community Planning & Development Director, reported if engineering can prepare the legal description he will put the sale of Fire Station No. 8 on the council agenda. With no further business before the council, it was moved by Welper, seconded by Steve Schmitt that the meeting be adjourned at 8:20 a.m. Ayes: Five. Absent: Cole, Greenwood. Motion carried.
