Members present: Mayor Hurley, Cole, Hart, Steve Schmitt, Welper, Reggie Schmitt.
Members absent: Getty, Greenwood.
Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes:
Five. Absent: Getty, Greenwood. Motion carried.
Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for
Monday, October 20, 2008.
Mayor Hurley reviewed items on the council agenda for Monday, October 20, 2008 and the
following items were discussed.
Eric Thorson, City Engineer, reported that the change orders for Contract No. 696 and Contract
No. 714 will all be FEMA funded as this is flood -related damage at these projects.
Larry Smith, Acting Superintendent of Waste Management Services, reported that the change to
the Code of Ordinances is to add a new section which relates to waste hauler, including
definition, permit process and fees.
Noel Anderson, Community Planning & Development Director, reported the proposed changes
to the CURA is to include LaPorte Road because it is an older area of town that would benefit
and then to include the University Avenue commercial area. Mr. Anderson explained that there
was a council work session to discuss expansion of the CURA and the proposed changes are a
result of discussions with council.
Councilperson Steve Schmitt asked about the completion of the escalator repair at Five Sullivan
Brothers Convention Center project and the total cost of $354,405.43 for work performed by
Kone, Inc. Councilperson Steve Schmitt stated that when he has been at the Center, the escalator
has been turned off. Lou Cutwright, Building Official/Maintenance Administrator, explained
that the escalator was off because the contractor was working on it. Mr. Cutwright noted that the
cost for a new escalator would have been around $500,000.00 plus labor. Kone, Inc. offers
modernization plans for all escalators, and they have put in new components, replaced gears, etc.
and now the escalator meets all the building codes. Councilperson Steve Schmitt noted that the
escalator was not working during the Deere anniversary event. Mr. Cutwright responded that the
contractor was working on the escalator at that time.
With no further business before the committee, it was moved by Cole, seconded by Reggie
Schmitt that the meeting be adjourned at 8:16 a.m. Ayes: Five. Absent: Getty, Greenwood.
Motion carried.
