Members absent: Getty.
Moved by Reggie Schmitt, seconded by Welper that the Agenda, as proposed, be approved.
Ayes: Five. Absent: Getty, Greenwood. Motion carried.
Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for
Monday, October 27, 2008.
Greenwood now present at 8:03 a.m.
Mayor Hurley reviewed items on the council agenda for Monday, October 27, 2008 and the
following items were discussed.
Councilperson Greenwood noted that a businessman is concerned that the JumpStart Program
isn't moving along. He used all his funds to rehabilitate his building and now he doesn't' have
any money to purchase inventory. Noel Anderson, Community Planning & Development
Director, commented that they have four completed application and those businesses should get
their checks within two weeks. Mr. Anderson noted that they have 41 applications that are not
completed.
Noel Anderson, Community Planning & Development Director, reported that Robert and Rita
Welter are asking to amend their occupancy agreement at 4012 Leversee to carry additional
insurance on their homestead.
Noel Anderson, Community Planning & Development Director, explained that the Housing
Development Action Plan prepared by Endeavor Corp. Endeavor has been working at the Logan
Plaza area. Endeavor has a proposal to locate sites and how the sites could be laid out.
Noel Anderson, Community Planning & Development Director, explained five applications for
resolution of support for tax credits with the Iowa Finance Authority for CommonBond,
Whitman Point, Fortus Group, Interim Holdings, and Cardinal Capital Management. The
resolution is worth 10 points in their application process. The question this year is new
construction versus rehabilitation. Mr. Anderson explained that Interim Holdings has moved
their development from the Lafayette School area to the Maywood area.
Noel Anderson, Community Planning & Development Director, explained that the rezoning
request for CommonBond Communities would need six votes of the council because the petition
contained signatures of opposition of 21.6 percent of the surrounding property owners. Since
only four council members will be present on October 27, the rezoning request has been moved
to November 3, 2008 council meeting.
With no further business before the council, it was moved by Greenwood, seconded by Reggie
Schmitt that the meeting be adjourned at 8:20 p.m. Ayes: Six. Absent: Getty. Motion carried.
