Members absent: Greenwood. Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for Monday, December 15, 2008. Mayor Hurley reviewed items on the council agenda for Monday, December 15, 2008, and the following items were discussed. The request from Waterloo Community Schools to forgive weed and garbage assessments at the former Lincoln School site at 942 Newton Streets was reviewed. The property was sold to an individual who was given several notices to cleanup the weeds. The weeds were not removed and the city hired a contractor. The property has reverted back to the Waterloo Community Schools with the assessments attached. Councilperson Getty stated that the individual took a lot of items out of the school and held an auction. Nancy Eckert, City Clerk, explained that the assessment stays with the property and that is why,the Schools are now being asked to pay them. The Professional Services Agreement with AECOM Inc. at a cost of $12,000.00 to study the feasibility of creating a Transfer Station was reviewed. Councilperson Steve Schmitt inquired where the funding for the agreement is coming from. Michelle Weidner, Chief Financial Officer, responded there is available funds in the sanitation budget. Councilperson Steve Schmitt stated that he thought businesses could only receive a maximum of $50,000.00 for the Jumpstart Small Business Assistance Program. Noel Anderson, Community Planning & Development Director, responded that businesses could be eligible for an additional $5,000.00 for energy efficiencies. Councilperson Getty asked that a work session be scheduled with the Engineering Department and Waterloo Water Works to discuss installing new water mains during reconstruction of streets. Councilperson Getty stated that often times after reconstruction, there will be leaks to the water main due to the heavy equipment, or the way the dirt is put back. Councilperson Getty stated there are two water leaks on Commercial Street right now. Mayor Hurley will schedule a work session. With no further business before the council, it was moved by Getty, seconded by Cole that the meeting be adjourned at 8:15 a.m. Ayes: Six. Abent• Greenwood. Motion carried. Nancy Eckert City Clerk
