COUNCIL WORK SESSION
December 18, 2008

Members present: Mayor Hurley, Cole, Getty, Hart, Welper, Reggie Schmitt, Steve Schmitt,
Greenwood.
Moved by Reggie Schmitt, seconded by Hart that the Agenda, as proposed, be approved. Ayes:
Five. Absent: Steve Schmitt, Greenwood. Motion carried.

Mayor Hurley reviewed items on Standing Committee agendas for meetings scheduled for
Monday, December 22, 2008.
Mayor Hurley reviewed items on the council agenda for Monday, December 22, 2008, and the
following items were discussed.
Greenwood now present at 8:03 a.m.
Councilperson Hart noted the application on Monday's agenda with the Black Hawk County
Gaming Association for a grant in the amount of $100,000.00 to supplement the Emergency
Home Repair Program. Councilperson Hart asked if the city had prioritized the items that we
would be submitting to the Gaming Association as,requested. Mayor Hurley responded that last
year the city did submit 17 or 18 applications, and the Gaming Association asked the city to
prioritize those requests. This year, the city is not submitting as many applications and we don't
need to prioritize.
Councilperson Hart noted that Councilperson Cole has requested performance evaluations for
Department Heads and asked for a work session at the beginning of the year to discuss this item.
Mayor Hurley responded that he will be working on the performance evaluation process to make
it effective July 1, 2009.
Councilperson Reggie Schmitt requested a recap from the Director of Community Development
on the $80,000.00 grant awarded last year for the Emergency Repair Program„ including what
the city spent and contributions from the property owners.
Councilperson Steve Schmitt questioned the different per acre price on the farm land leases for
property located along Martin Luther King Jr. Drive. Noel Anderson, Community Planning &
Development Director, noted that two of the leases have been ongoing, and the lease with Lee
Rottinghaus for 67 acres along the east side of Northeast Drive is a new lease due to the city
acquiring this property. That farm land has a highef yield than the other two properties.
With no further business before the council, it was moved by Hart, seconded by Cole that the
meeting be adjourned at 8:10 a.m. Ayes: Seven. Motion carried.
