Members absent: Getty.
Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Six.
Absent: Getty. Motion carried.
Mayor Hurley updated the council on the FYE2008 Budget. Mayor Hurley distributed copies of
the FYE08 General Fund Budget Adjustments as of February 19, 2007. Mayor Hurley stated
information distributed at the February 12, 2007 council meeting showed a gap of $878,052.00
to make the $8.10 levy legal. Mayor Hurley reviewed his adjustments of $681,000.00 to city
departments requested budget which lowered the gap to $196,438.00.
Mayor Hurley distributed copies of his suggested FYE08 General Fund Adjustment Menu. In
this document, Mayor Hurley identified $971,500.00 in items that could be used to lower the
gap. Mayor Hurley noted that if the Isle of Capri host city fees were added to this list that
amount would change to about $1.3 million. Mayor Hurley commented that the reason the city
host fee has not been included in the budget is that the city is involved in a class action suit
regarding our cable franchise fees. The city currently collects about $650,000.00 per year in
franchise fees, and we could lose it or it could be cut in half and we may not know that until next
January, so the 1/2 percent of Isle of Capri revenues was added to the levy and the full
$650,000.00 franchise fees.
Councilperson Cole questioned if the proposed cuts to the City Attorney budget will slow down
the dilapidated houses process. Mayor Hurley stated this is additional money, and that Dave
Zellhoefer's salary is still in the budget. Mayor Hurley stated he doesn't think this cut will slow
us down from where we are today. Mayor Hurley noted when the city acquires these properties,
then we have to take care of them, and we are falling behind on that. An additional $5,000.00 has
been added to Planning's budget for' property maintenance.
Mayor Hurley asked the council to review the suggested menu and decide yes or no to use those
items and then give each a rating and return the form to him.
Mayor Hurley distributed copies of a letter from the Grout Museum requesting funding.
The next work session on the budget will be on Monday, February 26, 2007.
With no further business before the council, it was moved by Schmitt, seconded by Cole that the
meeting be adjourned at 5:25 p.m. Ayes: Six. Absent: Getty. Motion carried.
