Members absent: Getty, Cole. Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Five. Absent: Getty, Cole. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings that have been scheduled for Monday, February 26, 2007. Mayor Hurley reviewed items on the council agenda for Monday, February 26, 2007, and the following items were discussed. The award of contract to Peterson Contractors, Inc. in the amount of $5,530,048.31 for the dam rehabilitation and riverwall reconstruction project was reviewed. Mayor Hurley explained that two alternatives were added to the base bid; one alternate was on the north side increasing the water level so that kayaking would be allowed and the other alternate was the facing of the riverwall. Mayor Hurley recommended the council accept the project with both alternatives stating that money is available for the projects, but it could threaten other Vision Iowa projects down the line. Doug Schindel of Earth Tech reviewed the project. Alternate 2 re -faces the riverwall from 4th Street to the dam. Upstream from the dam to Mullan Avenue will be new. Mr. Schindel reported that Alternate 2 is for rustication on the north side of the wall for an additional $68,000.00. The south side wall was included as part of the base bid. Alternate 1 is for an additional $57,000.00 for a gate on the north side, and it will increase the depth in two 40' segments for kayaking. This will also allow for flexibility during flooding as it is felt that a couple extra feet will help during flooding periods. The bladder will raise the water level three or four feet. Councilperson Greenwood asked if there will be dredging to remove silt behind the dam. Mr. Schindel explained that raising the water level three or four feet should help by the San Souci area, but there are no plans for dredging at this time. Mayor Hurley noted that a previous council authorized using bonds for the Vision Iowa project using landfill funds. If the Vision Iowa projects do not proceed, then the city would owe money to the Grout and Cedar Falls for the Vision Iowa funds. Eric Thorson, City Engineer, stated the dam is one of the core projects for Vision Iowa. We will continue to trying for funding. Michelle Weidner, Chief Financial Officer, reported that so far the city has been cash flowing for the design agreements, and there could be some interest that could be used later. With no further business before the council, it was moved by Gunderson, seconded by Greenwood that the meeting be adjourned at 8:25 a.m. Ayes: Five. Absent: Getty, Cole. Motion carried.
