Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Seven. Motion carried. Mayor Hurley reviewed Standing Committee agendas for meetings scheduled for Monday, March 26, 2007. Mayor Hurley reviewed items on the council agenda for Monday, March 26, 2007 and the following items were discussed. The one-year agreement with Waterloo Community School District providing for assignment of five officers to the DARE program. The number of officers has been reduced from six to five, with the city receiving $140,000.00 from the Schools. Amendment #5 to the CAT grant to extend the completion date for the construction of the Youth Pavilion to August 2, 2007 and amendment #2 to the Vision Iowa contract for a time extension for the Grout Museum financial commitment. Mayor Hurley noted that the extensions are necessary due to the law suit and the unavailability of steel. The Response Agreement with MidAmerican Energy if a large scale oil release occurs at the MidAmerican Electrifarm Facility on Shaulis Road was discussed. Fire Chief Ned DeBerg explained that the tank holds 300,000 gallons of fuel, and MidAmerican Energy is required by federal law to clean all of it up. If a spill would occur, it is estimated it would take 18 hours for the oil to travel from Black Hawk Creek to the Cedar River. This agreement would require the Fire Department to have the spill cleaned up without an hour after the call from MidAmerican Energy. The Fire Department will perform specialized boom training to MidAmerican Energy's employees. The boom will be stored at the downtown John Deere site. Paul Huting, Leisure Services Director, explained that the Riverfront Stadium Fencing Project will place facing on the exterior of the stadium where the concession stands and restrooms are located. The restrooms will be accessed from the parking areas. The fencing will be similar to that put on Prospect Boulevard. Mayor Hurley noted that a hearing is being set for June 4, 2007 for Facility Management. The RFQs are being sent out early to allow all perspective vendors to have time to bid. With no further business before the council, it was moved by Getty, seconded by Cole that the meeting be adjourned at 8:12 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
