Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Six. Absent: Greenwood. Motion carried. Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for Monday, April 9, 2007. Greenwood now present at 8:03 a.m. Mayor Hurley reviewed items on the council agenda for Monday, April 9, 2007 and the following items were discussed. The site plan amendment for the Islamic Community Center to be built west of 2010 West Ridgeway Avenue was reviewed. Eric Thorson, City Engineer, reported that he is recommending that the Islamic Foundation of Iowa be required to install a left turn lane. Don Temeyer, Community Planning & Development Director, reported that the Planning, Programming and Zoning Commission recommends left turn lanes as agreed by Engineering & Traffic. Mr. Temeyer stated if the Islamic Foundation does not agree to the left turn lane then the site plan could be denied. Mr. Thorson stated that the other curb cuts along Ridgeway Avenue have been in place for 30 years. Mr. Thorson stated that Titan Trail & Cyclone Drive for the Mauer Eye Clinic will have left turning lane. Mr. Temeyer stated that Denso has left and right turn lanes from Martin Road. Don Temeyer, Community Planning & Development Director, explained the Cooperative Agreement with the U.S. Environmental Protection Agency to decrease the Brownsfield Cleanup Revolving Loan award by $650,000.00 for low interest loans for cleanup of brownsfields properties citywide. No one has taken advantage of these funds. The city needs funds for the CMC site cleanup. The city will loan money to ourselves at no interest and pay it back, and use these funds as a revolving loan with zero percent interest to help clean up sites. Don Temeyer, Community Planning & Development Director, explained the Professional Services Agreement with TallGrass Historians. If the city is to demolish certain buildings, such as the Rath buildings, then we have to document their history. The Professional Services Agreement with Greater Cedar Valley Alliance was discussed. Councilperson Cole asked if the city receives monthly reports from this organization. Mayor Hurley responded that we do not receive monthly reports, but he is a member of their board. Councilperson Cole suggested that the mayor and council receive copies of the board's minutes, financial reports, same as any other outside organization receiving funding from the city. In answer to a question from Councilperson Cole, Mr: Temeyer reported that staff is working on the time table for the LS Power annexation and rezoning. At this time, it looks like these items will be on the council next week to set a date of hearing as May 7, 2007. Councilperson Cole asked if staff will verify the signatures on the petition received at the Planning and Zoning Commission meeting and calculate the actual percentage of signatures from residents of Waterloo. With no further business before the council, it was moved by Cole, seconded by Getty that the meeting be adjourned at 8:21 a.m. Ayes: Seven. Motion carried. Nancy Eckert City Clerk
