COUNCIL WORK SESSION
August 2, 2007

Members present: Mayor Hurley, Kincaid, Welper, Gunderson, Cole Schmitt.
Members absent: Greenwood, Getty.
Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Five. Absent: Greenwood, Getty. Motion carried.
Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for
Monday, August 6, 2007.
Mayor Hurley reviewed items on the council agenda for Monday, August 6, 2007, and the
following items were discussed:
Brad Hagen, Airport Director, reviewed the award of contracts for the General Aviation and
Taxilanes Rehabilitation and Rehabilitation of Taxiway "A" at the Waterloo Regional Airport.
The city has been awarded a contract for federal funding for the projects, but will not receive the
grant agreement until the contracts are awarded. Mr. Hagen is recommending award of both
contracts to the second lowest bidder as the low bidder did not show "good faith effort" to reach
the DBE goal.
Don Temeyer, Community Planning & Development Director, explained the agreement with
Howard R. Green Company for design services of Phase I of the Chamberlain Manufacturing
site demolition located at 550 Esther Street. Mr. Temeyer reported that there has been vandalism
to the building and materials have been stolen, with one person being caught. The roof is
collapsing. Mr. Temeyer noted that any metals left in the building will offset the demolition
costs. Mr. Temeyer explained that there is groundwater contamination at the site and the city
needs the expertise of Howard R. Green Company.
Mayor Hurley noted that he has placed a resolution on the agenda requesting $22,725.00 of the
council's hotel/motel discretionary funds for the Waterloo Municipal Band. Mayor Hurley
explained that this is fiscal year 2008 funds. The mayor's office has received a number of
requests for the discretionary funds.
With no further business before the council, it was moved by Cole, seconded by Schmitt that the
meeting be adjourned at 8:20 a.m. Ayes: Five. Absent: Greenwood, Getty. Motion carried.
