Moved by Schmitt, seconded by Kincaid that the Seven. Motion carried. Gunderson, Greenwood, Getty, Cole, Agenda, as proposed, be approved. Ayes: Eric Thorson, City Engineer, reviewed the proposed ordinance adding a new Article B, Construction Site Erosion and Sediment Control, of Chapter 4, Storm Water Management Program, of Title 8, Public Utilities to the Waterloo Code of Ordinances. The ordinance is the third of four ordinances that will need to be enacted to meet the requirements of the city's NPDES Storm Water Permit approved by the Iowa Department of Natural Resources. The ordinance provides for the city to undertake primary supervisory responsibility for administration and enforcement of the Storm Water Management Program. The proposed ordinance was sent out to 39 contractors and consultants for review and suggestions have been incorporated into the final draft. The ordinance gives the City Engineer the authority to inspect the construction site to monitor compliance with the Storm Water Pollution Prevention Plan. With the proposed ordinance, construction sites will have silt fencing, dumpsters, protection of the roads and sidewalks from sediment and mud from the construction site, holding ponds, etc. NPDES General Permit No. 2 is not required for construction sites of less than one acre as long it is not part of a larger common plan of development. The Engineering Department will use brochures to educate the public and contractors of the new regulations. The proposed ordinance will be placed on the council agenda for a date of hearing.
