Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes: Six.

Mayor Hurley reviewed items on the Standing Committee agendas for Tuesday, September 4,
2007.
Mayor Hurley reviewed items on the council agenda for Tuesday, September 4, 2007 and the
following items were reviewed.
Noel Anderson, City Planner, explained the F.Y. 2007 Riverloop Exposition Plaza, Phase 1,
Contract No. 721, Project. A document has been submitted to the Iowa DNR concerning
environmental findings on the city's property requesting authorization to move ahead on this
project. Mayor Hurley read a letter from Louis Starks, Contracts and Grants Coordinator,
regarding the MBE/WBE goals for the project. Mr. Starks reported that Cunningham
Construction Co., Inc. committed 2 percent MBE/WBE on the project, which satisfies the Good
Faith Effort policy. Mr. Starks reported there was very little interest expressed insofar as
subcontractors submitting Intent to Bid Forms or responding to requests for quotes from the
Prime Contractors.
Mayor Hurley explained that he signed the agreement with the State Historical Preservation
Office for a grant in the amount of $13,934.50 to conduct a downtown property survey for a
potential downtown historic district prior to council's approval because there was an August 31,
2007 submittal deadline. Noel Anderson, City Planner, explained the survey will focus on
Sycamore Street from East Park Avenue to East 5th Street, East 4th Street from the Cedar River to
Mulberry Street and portions of East 5th Street near the county jail and four buildings along East
Park Avenue. Mr. Anderson noted if we meet the requirements, the city would have a better
chance of receiving federal and state assistance.
Eric Thorson, City Engineer, explained the agreement with the Iowa Department of
Transportation for federal STP funds in the amount of $3,520,000.00, with 20 percent local
match for the West Shaulis Road Extension Project. The agreement pertains to the development
and completion of improvements along West Shaulis Road from Hoff Rod to Iowa Highway 21
and includes an Ansborough Avenue connection from Shaulis Road to the U.S. Highway 20
interchange. Mr. Thorson noted that there is environmental work and acquisition of properties
needed prior to the start of construction.
With no further business before the council, it was moved by Gunderson, seconded by Cole that
the meeting be adjourned at 8:17 a.m. Ayes: Six. Absent: Getty. Motion carried.
