COUNCIL WORK SESSION

Members present: Mayor Hurley, Kincaid, Welper, Gunderson, Greenwood, Getty, Cole,
Schmitt.
Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Seven. Motion carried.
Eric Thorson, City Engineer, updated the council on the load limit positing for two bridges on
Big Rock Road. During the city's biennial bridge inspections conducted this past summer, two
wooden bridges located on Big Rock Road between Burton Avenue and Wagner Road were
found to have more substructure deterioration due to deteriorating piles. This required that the
load posting be reduced to a gross load posting of three tons. New load limit posting signs were
put in place on October 5, 2007, and the surrounding property owners were notified and asked to
limit their gross load to three tons or less when using the bridges. Earth Tech has estimated that
it will cost $135,000.00 to repair the most westerly bridge and $150,000.00 for the most easterly
bridge using concrete box culverts. Earth Tech is working on a design agreement for council
approval, which would include construction plans. If council decides to move ahead with the
project, it would be next spring before work is started on the repairs. A decision will have to be
made as to how to fund the repairs. Staff is checking to see if the bridges are eligible for state
funding. The state uses a formula to calculate which bridges are eligible and the priority of each
bridge. The daily traffic on the bridges is less than 100, which is one of the state's category, and
the detour route is not too long which could be an issue.
With no further business before the council, it was moved by Schmitt, seconded by Cole that the
meeting be adjourned at 5:13 p.m. Ayes: Seven. Motion carried.
