Members present: Mayor Hurley, Kincaid, Welper, Gunderson, Greenwood, Getty, Cole,
Schmitt.
Moved by Schmitt, seconded by Kincaid that the Agenda, as proposed, be approved. Ayes:
Seven. Motion carried.
Mayor Hurley reviewed items on the Standing Committee agendas for meetings scheduled for
Monday, December 3, 2007. Mayor Hurley noted that the appeal hearing for Russ Folkers may
be canceled due to Mr. Folkers' withdrawal of his appeal. There are a couple of stipulations that
must be met by Mr. Folkers by noon on Friday. If Mr. Folkers does not agree to those items, the
council will hold the appeal hearing on Monday, December 3.
Mayor Hurley reviewed items on the council agenda for Monday, December 3, 2007, and the
following items were discussed.
Mayor Hurley noted that the additional cost of $61,000.00 for the F.Y. 2007 Waterloo Dam
Rehabilitation and Riverwall Construction, Contract No. 713, was due to some voids under the
dam. It was determined through additional coring under the dam that the rock anchors needed to
be increased in length.
Don Temeyer, Community Planning & Development Director, explained that the purchase
agreement with David Lies is for property located at 118 East 10th Street at a cost of $31,240.00.
The offer price was determined using the assessed value. There are incidental costs of
$2,000.00, but no moving expenses.
Mayor Hurley explained the agreement with MyEntreNet was to pay them $35,000.00 each year
in FY 09 and FY 10. The City of Cedar Falls has signed the same agreement at the same costs.
MyEntreNet will provide monthly and quarterly reports to the city.
Mayor Hurley explained that his request to allocate $30,000 of Isle of Capri donation to the City
Facilities Maintenance Budget is due to a shortfall in that budget. When the FYE08 budget was
certified to the state, a reduction of $120,000.00 was taken from the Facilities Maintenance
Budget based on the adoption of a comprehensive facility maintenance agreement with a third
party. When that proposal was put out to bid, there were no bidders and the concept has been
dropped. City staff has identified $36,000.00 in savings in the budget. With the savings and the
$30,000.00 allocation, there will remain a shortfall of $54,000.00 in the Facilities Maintenance
Budget.
Mayor Hurley reported that he and the new council members will be sworn in at the end of the
December 17, 2007 council meeting. Mayor Hurley noted he has asked the City Clerk to swear
him in, and he will swear in the new council members unless they request someone else.
Mayor Hurley commented that a representative from Walter Cunningham School was present to
discuss the Christmas families that will be sponsored by the city this year.
With no further business before the council, it was moved by Schmitt, seconded by Cole that the
meeting be adjourned at 8:16 a.m. Ayes: Seven. Motion carried.
